Inspection report for children’s home - monitoring visit: SC060936 1 SC060936
p.1
Broadlands Hall Limited
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This privately owned children’s home provides care, accommodation and education for up to 11 children who have moderate to severe learning difficulties and/or autistic spectrum disorders. There is a large education provision, last inspected by Ofsted in May 2017, in the grounds of the home.
p.1
Information about this children’s home
The manager was appointed on 1 May 2019. She has yet to register with Ofsted.
p.1
This monitoring visit
Ofsted served a notice, on 17 June 2019, suspending the registration of this home because of serious concerns that were identified at the full inspection on 17 and 18 June 2019. Two compliance notices were served under Regulations 12 and 13, relating to the protection of children and the leadership and management of the home.
p.1
This monitoring visit
The purpose of this visit was to monitor compliance with the suspension notice and to monitor progress against the steps set out in the compliance notices.
p.1
This monitoring visit
The children have moved out of the home. No children have moved into the home. Therefore, the provider has complied with the suspension notice. Three vulnerable adults have continued to live at the home.
p.1
This monitoring visit
The management team has improved the fire safety arrangements. Fire doors have been repaired or replaced. Regular fire drills and fire tests have taken place.
p.1
This monitoring visit
The management team has located health and safety documentation and certification that was missing at the last inspection. These records revealed that issues that were identified in fire safety checks carried out in January 2019 had not been fully addressed until the day of this monitoring visit. Inspection report for children’s home - monitoring visit: SC060936 2 During the inspection, the inspector saw items in the grounds that could be hazardous, for example fence posts with nails in. Although the manager arranged for the immediate removal of the items, this should have happened sooner rather than in response to the visit by Ofsted.
p.1
This monitoring visit
The quality of the interior of the home is poor in some areas. Although these issues do not compromise children’s physical safety, they affect the homeliness of the accommodation. It is a concern that these easy to rectify issues have not been addressed in a timely way. This reflects a lack of effective managerial monitoring.
p.2
This monitoring visit
Children have moved out of the home and therefore no children’s risk assessments were in place. The manager did not complete risk assessments in response to the building works that were taking place at the time of the last inspection. This building work has now finished.
p.2
This monitoring visit
There have been no physical interventions since the last inspection. Therefore, it is not possible to scrutinise any new records. In discussion, staff were aware of the need to undertake a debriefing following incidents.
p.2
This monitoring visit
The provider has made progress to meet the steps set out in the compliance notice in respect of the protection of children. Fire safety is much improved, health and safety checks have occurred and necessary certification is in place. Although further work is necessary in respect of the homeliness of the building, this progress means that, on balance, the compliance notice is met.
p.2
This monitoring visit
Behaviour management strategies previously lacked information about which physical interventions may be appropriate for use with individual children. The manager has introduced a new record format that prompts staff to answer these questions. The manager stated that the new format will be used when children are placed at the home.
p.2
This monitoring visit
The management team has improved the storage and availability of records. The staff reported improvements to the organisation of the home. Staff knew where records should be and were.
p.2
This monitoring visit
The management team has ensured that a clear record of training received and training needed is held for each member of staff. The management team has provided training for staff in respect of managing self-harm.
p.2
This monitoring visit
The staff, including agency staff, have received supervisions. When appropriate, staff have also received appraisals.
p.2
This monitoring visit
Management monitoring remains weak. The lack of strong, effective management oversight has the potential to impede progress. The manager has submitted a review of the quality of care. This did not include the views of parents, contained inaccuracies, lacked evaluation and did not result in actions to improve practice. Inspection report for children’s home - monitoring visit: SC060936 3 Progress has been made towards meeting the steps identified in the compliance notice in respect of leadership and management. Records are available, supervisions and appraisals have taken place and an overview of training has been completed. However, the provider has not met all the steps that were set out in the notice. Management monitoring still needs to improve.
p.2
This monitoring visit
The provider has made sufficient progress for Ofsted to lift the suspension of registration. However, further, sustained improvement is required to ensure that children receive good-quality care.
p.3
This monitoring visit
The remaining statutory requirements that were raised at the full inspection will be reviewed at the next inspection and so are restated.
