Statutory requirements
This section sets out the actions that the registered person(s) must take to meet the Care Standards Act 2000, Children’s Homes (England) Regulations 2015 and the ‘Guide to the children’s homes regulations including the quality standards’. The registered person(s) must comply within the given timescales.

Requirement Due date
The protection of children standard is that children are protected from harm and enabled to keep themselves safe. In particular, the standard in paragraph (1) requires the registered person to ensure— that staff— assess whether each child is at risk of harm, taking into account information in the child’s relevant plan, and, if necessary, make arrangements to reduce the risk of any harm to the child. (Regulation 12(1)(2)(i)) In particular, this relates to the need for robust internet safety monitoring systems. 09/08/2019
p.3
Overall experiences and progress of children and young people: good
Staff at this home provide a warm and welcoming environment for children and young people. There is an embedded nurturing ethos. The young person who lives at the home is involved in decisions about her life. Her needs, wishes, and feelings are an intrinsic part of care planning. The young person is developing good relationships with staff. She can share any concerns and is responded to in a timely manner. The young person has demonstrated a great deal of difficult behaviours. Staff provide unconditional positive regard at these times. Education is facilitated on a significantly reduced timetable. This is not fully meeting the best interests of the young person. The young person enjoys helping others; for example, she helps at a youth club for children with disabilities. p.3
How well children and young people are helped and protected: good
Risk management plans are consistently reviewed to ensure that they are effective. Four physical interventions took place when the young person was new to her home. Concerns regarding staff practice at these times were identified and addressed effectively. There have been no further physical interventions. The young person is growing increasingly able to manage her emotions. Creative solutions for venting aggression have greatly helped. Investigations into allegations are completed to a good standard. The registered manager ensures that all staff and professionals are accountable for safeguarding and any poor practice. The young person continues to demonstrate risk-laden behaviours. The registered manager is taking learning from each incident to promote the ability of staff to safeguard the young person. Internet safety was identified as a significant risk for the young person. Support and guidance have been provided to help the young person stay safe online. However, a

robust monitoring system is not in place.
p.4
The effectiveness of leaders and managers: outstanding
The registered manager is dedicated to the young person she cares for. She is a creative and innovative manager who strives to meet the best interests of children and young people. The registered manager proficiently uses research, current practice guidance, and therapeutic advice to inform care planning. Written narrative about the young person’s progress and outcomes is of a high standard. Management oversight of practice is rigorous and opportunities for learning are consistently sought. The training and development needs of staff are closely reviewed by the registered manager. She ensures that staff are up to date with current practice. The registered manager challenges other professionals involved with care planning effectively. This includes escalating any concerns to senior leaders and the designated officer for the local authority when necessary.
