Inspection report template for independent fostering agencies - monitoring: Viola Fostering Services 1 Viola Fostering Services

p.1

1st Floor East Suite, Salts Mill Road, Shipley BD17 7TD Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this independent fostering agency

This fostering agency is privately owned and was registered in July 2018. It provides foster placements for children and young people from birth to 18 years old. At the time of registration, the agency was based in Northampton but has since relocated to Bradford, West Yorkshire.

p.1

Information about this independent fostering agency

Date of previous inspection: 11 June 2019

p.1

This monitoring visit

This agency was judged inadequate at the full inspection on 11 to 14 June 2019. The inspection found that there were serious and/or widespread failures that leave children at risk of harm. Three compliance notices were issued under regulations 8, 12 and 23, and 10 statutory requirements were also raised.

p.1

This monitoring visit

A further inspection was conducted on 19 June 2019, after discovering that a further two children had been placed with the agency since the first visit.

p.1

This monitoring visit

A review of the foster carer’s records for these two children identified that this placement had commenced on 12 June 2019 during the full inspection on 11 to 14 June 2019. The fostering agency did not notify the inspectors about the placements of these children being made during the first inspection.

p.1

This monitoring visit

This lack of transparency and honesty calls into question the integrity of the provider. In addition, the children’s details were not on the agency’s electronic recording system and, therefore, could not be reviewed. The lack of records pertaining to the children prevented the inspectors from assessing the suitability of the matching process, particularly in the absence of a placement planning meeting and all the relevant care and risk management documentation. This prevents the carers from fully understanding the children’s care needs and how these needs should be met. The inspectors identified during this monitoring visit that the agency had not made Inspection report template for independent fostering agencies - monitoring: Viola Fostering Services 2 any significant changes or taken suitable action to address the significant shortfalls that had been identified at the full inspection, which concluded on 14 June 2019.

p.1

This monitoring visit

Following the monitoring visit on 19 June 2019, a notice of suspension was served by hand on the company secretary and director. The notice was served with immediate effect from 19 June until 11 September 2019 inclusive, because Ofsted has reasonable cause to believe that a person will, or may be, exposed to a risk of harm if Ofsted does not do so.
