Inspection report for children‟s home - monitoring visit: SC489416 1 SC489416 Care 4 Children Residential Services Limited

p.1

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is privately owned and run. It is registered to provide care and accommodation for up to four children who may have emotional and/or behavioural difficulties. The home‟s new manager applied to register with Ofsted on 29 May 2019.

p.1

This monitoring visit

A full inspection was carried out on 30 April and 1 May 2019. At this full inspection, significant concerns were identified regarding the welfare of young people, including weak management and leadership arrangements and insufficient staffing levels. In response to these concerns, four compliance notices and a restriction of accommodation notice were issued.

p.1

This monitoring visit

The purpose of this visit was to monitor the provider‟s compliance with the restriction of accommodation notice and the steps laid out under the compliance notices issued under Regulation 12, Regulation 6 and Regulation 32.

p.1

This monitoring visit

Since the last inspection, there have been two young people discharged from the home and no further admissions. The home is therefore compliant with the ongoing restriction of accommodation notice.

p.1

This monitoring visit

At this visit, it was found that the steps laid out to meet Regulation 6 had been met. The home has undergone extensive refurbishment and the home is clean, bright and welcoming. The work completed includes new carpets on the stairs and landings and new flooring to the bathrooms. Damaged plasterwork has been repaired and redecorated, and new furnishings such as settees, rugs and a new cooker are in place. In addition, young people‟s bedrooms have been redecorated and additional storage provided. Young people have been involved in the choice of colour schemes and wallpapers. To maintain these current standards, managers have introduced a cleaning rota for staff to follow and adhere to. Inspection report for children‟s home - monitoring visit: SC489416 2 As a result of the changes to the fabric of the home, the compliance notice issued under Regulation 6 has been met.

p.1

This monitoring visit

Since the last inspection, staff have demonstrated appropriate practice in safeguarding young people. For example, they successfully averted an incident of a young person going missing from home through being alert to the changes in the young person‟s behaviours and providing timely support and advice.

p.2

This monitoring visit

There have not been any incidents of going missing from home, drug or alcohol misuse or incidents of damage or threats of violence within the home. This has been accompanied with young people‟s willingness to regularly engage in community- based activities and therapeutic input. For example, one young person is now regularly playing football with a team and taking weekly singing lessons. Young people say that they feel safe at the home and that there are members of staff who they trust and can talk to.

p.2

This monitoring visit

Regular team meetings offer staff the opportunity to fully discuss concerns, staff practice and the progress of young people. Staff have been required by managers to re-read and sign policies and procedures relating to safeguarding matters and it is planned that all staff will undergo training. This training includes reporting and recording, safeguarding, safe caring, understanding child sexual exploitation, managing challenging behaviour and trauma and attachment.

p.2

This monitoring visit

Since the last inspection, managers have completed work with staff on reporting any concerns promptly. Any actions following on from serious incidents are overseen by the manager and responsible individual, and the responsible individual has made herself available for staff to report any concerns regarding the care of young people.

p.2

This monitoring visit

Senior managers have, since the last inspection, investigated a complaint made by a young person with regards to a physical intervention. This matter was referred at the time of the incident to the designated officer, with the expectation from the designated officer that an internal investigation would take place. This investigation has been completed but has not been shared with the designated officer for consideration. Therefore, a requirement has been raised in relation to this issue.

p.2

This monitoring visit

Because of the completed changes and the positive impact on young people‟s welfare, the compliance notice issued under Regulation 12 has been met.

p.2

This monitoring visit

Since the last inspection, managers have completed a management investigation regarding staff suitability to work at the home, and an assessment of risk has been completed. However, the matter has not been referred to the designated officer for consideration as required. As a result, the compliance notice relating to Regulation 32 has not been met and has been re-issued. Inspection report for children‟s home - monitoring visit: SC489416 3
