Safeguarding is effective. The provider and staff have secure safeguarding knowledge, and know the correct procedures to follow if they have any concerns about a child's safety or welfare. The provider ensures all staff working with children are suitable. However, the provider has failed to ensure that statutory requirements are met at all times. Records indicate that the provider does not consistently meet the ratio requirements. However, on the day of the inspection, the ratios were met and, during discussion, the provider demonstrated that she is aware of and understands the ratio requirements. The provider ensures staff have opportunities for their ongoing professional development, and have regular supervision. However, this is not fully effective, as the quality of teaching is variable.
p.4
Quality of teaching, learning and assessment requires improvement
The quality of teaching requires improvement. This is because some staff do not know when to engage children in conversations during activities, or how to help them think for themselves. Some group sessions are not effectively organised to ensure all children are fully engaged and interested. For example, during group time in the morning, when staff read a book to the children, the story was too complicated and too long for the babies, who quickly lost interest. In addition, some routine arrangements are not organised well enough. For example, children have lunch, in turns, in three groups. The third group has to wait for their turn for almost an hour. During this time, some children are not engaged in purposeful interaction and they become bored. Staff regularly observe and assess children's development and plan appropriate next steps to help them progress. However, staff do not use the assessment system effectively to monitor children's ongoing

learning. Children enjoy a variety of activities available in the garden. For example, they play happily and experiment with water or mud.
p.4
Personal development, behaviour and welfare require improvement
Staff provide children with a welcoming environment. Although children settle quickly and feel comfortable with all staff, the key-person system is not fully effective. For example, even though all children have an allocated key person, not all parents are aware of who it is, and what their role is. Nevertheless, parents report that they regularly receive feedback from different staff about their children. Children are confident and happy while they play. Staff praise children's achievements and teach them about respect and safety rules. Children behave well, and learn how to become independent from an early age. For example, even the youngest children are encouraged to try and put their shoes on. However, the provider does not routinely provide clean bedding for children when they require rest. They sleep on plastic mats close to each other, which does not prevent cross-infection.
p.4
Outcomes for children require improvement
Due to inconsistencies in teaching, not all children make good progress from their starting points. Despite this, older children have opportunities to gain skills needed for their future learning and eventual move to school. For example, they learn how to write their name and recognise letters and numbers.
