p.3
Effectiveness of leadership and management is inadequate
Safeguarding is ineffective. The childminder has made insufficient progress since her previous inspection. She fails to follow rigorous recruitment procedures for her assistants. She does not ensure a thorough knowledge of candidates before she allows them to work with children. Furthermore, Ofsted has not been notified of new assistants, which is a requirement of registration. Consequently, Ofsted has been unable to carry out the necessary checks to ensure the assistants' suitability. Furthermore, the childminder has not ensured all her assistants have a secure knowledge of how to identify and report concerns that a child may be at possible risk of harm or neglect. Children's safety is further compromised as the childminder continues to fail to ensure a risk-free environment for children to play safely. The risk of injury to children from, for example, pulling the accessible iron cord, is further increased as children are not

supervised effectively at all times. The childminder continues to fail to keep an accurate record of children's attendance to ensure safety. Not all records are easily accessible or available to ensure the safe and efficient management of information. Parents report they are happy with the quality of care and learning for their children. The childminder has welcomed the support of the local authority to help improve her practice.
p.4
Quality of teaching, learning and assessment is inadequate
The quality of teaching has declined since the last inspection. Young children do not benefit from challenging activities to cultivate their curiosity. They enjoy building with construction toys and competently stack toys. However, the childminder does not give them time to learn to follow their interests and persevere in completing tasks. She frequently interrupts children's concentration and does not allow children sufficient time to think things through and respond to her continuous questioning. As a result, they often lose interest in activities. The childminder establishes children's next steps in learning but does not use them to successfully plan for their progress. As a result, activities are not planned to take account of the children's varying needs. Consequently, young children do not sustain their interest, particularly in group activities, as the expectations for their participation are unrealistic. In contrast, older children engage well

in activities. For example, they diligently make 'wind chimes' and take pride in their achievements.
p.4
Personal development, behaviour and welfare are inadequate
The childminder does not obtain the required information about all children's dietary needs to ensure she is securely aware of what they can safely eat. Children enjoy freshly prepared meals. However, the childminder does not ensure the kitchen used to prepare meals is always hygienic. Children enjoy dancing to popular songs to expend their energy and the childminder takes them on regular outings. However, her poor organisation means children's sleep is interrupted and they do not get the rest they need, when the childminder needs to fetch children from school. Although young children receive praise, their behaviour is not well managed. They do not learn how to regulate their emotions as the childminder does not establish firm expectations of appropriate behaviour. Consequently, they do not follow simple instructions to keep themselves safe. For example, children continue to climb on the banister even when

asked not to. However, in contrast, the childminder communicates effectively with the older children, who respond well to her clear expectations. They follow the rules by raising their hand to express what sandwich filling they prefer.
p.5
Outcomes for children are inadequate
Children are not making the progress they are capable of because the quality of teaching and assessment is weak. The childminder's assessment of young children's achievement is not always accurate. This means that children do not securely learn vital skills, such as how to take turns. Children respond well to the childminder's use of mathematical language to help them learn to count confidently. However, they have too few opportunities to develop their communication, language and speaking skills. Children are introduced to thanking important people in their lives, for example, by making cards. However, the lack of effective planning of activities means children are not properly supported to complete tasks. They enjoy using scissors, but when they become quickly distracted, the childminder fails to re-engage them so that they achieve successfully. They prematurely abandon activities and do not gain the concentration and

perseverance skills they need for their future learning. Lack of effective organisation means that when the childminder collects children from school, neither of her two assistants are aware of how to support young children in their play and learning effectively.
