p.1

This provision is inadequate

n Despite receiving guidance and support from other professionals and making some improvements, the childminder continues to breach the early years foundation stage requirements. Children are not kept safe and healthy. They do not receive the quality of care that gives them the best possible start in life or support that enables them to fulfil their potential. n The childminder does not obtain all required information or maintain appropriate records to ensure the safe and efficient management of the provision and meet children's needs. She has not fulfilled her responsibility to keep confidential information about children secure. n Although a daily record of children's attendance is maintained and there are improved systems to record accidents and injuries, the childminder has failed to follow the required procedures regarding medicines. n The childminder has not gathered enough information from parents to help her to tailor

Weaknesses in teaching mean that she has failed to raise the quality of the outcomes for children. n The childminder does not consider the individual needs, interests or abilities of children when planning activities for them. n Children do not benefit from purposeful experiences to support them in all areas of learning and development.

Inspection activities n The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. n The inspector spoke with the childminder and children at appropriate times during the inspection. n The inspector looked at children's assessment records and a range of other documentation, including medication records, and discussed these with the childminder. n The inspector checked evidence of the suitability of the childminder and adults living on the premises and reviewed the childminder's training certificates. She viewed all areas of the premises used for childminding. n The inspector spoke to parents during the inspection and took account of their views.

p.2

Effectiveness of leadership and management is inadequate

The arrangements for safeguarding are not effective. The childminder has failed to obtain all required information about children in her care, in particular the dates of birth for some of the children are not in place. A similar concern was identified at a recent visit by Ofsted to the childminder when it was found that she had not updated children's change of address. Furthermore, the childminder was not aware that she had shared documentation with parents, which included confidential information regarding a child, until it was pointed out to her during this inspection. This means that the childminder has consistently failed to meet the requirement for information and records, which compromises children's safety and welfare in the event of a safeguarding concern. That said, the childminder has recently completed training about child protection and wider safeguarding issues and knows what to do if she has a concern about a child's welfare.

p.4

Effectiveness of leadership and management is inadequate

She has also improved her supervision of children, which was a significant concern at the last inspection. The childminder has engaged with and appreciates the support and guidance from early years advisers. Despite this, the childminder's leadership and management remain poor. She does not demonstrate the capacity to sustain an adequate quality of care for the children attending.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not gather enough information from parents about what children already know and can do when they start at her setting. This means that she does not know about the children's starting points or tailor their experiences to meet their individual needs. Furthermore, the childminder does not demonstrate a secure understanding of how children learn. Although she has gained help from other professionals, her teaching remains weak. There has been some improvement to the assessments of development of the children who have been attending for a while. However, the childminder does not use this information to provide purposeful opportunities for the children in her care. She has the same routine activities planned for several weeks which give little or no regard to the learning needs of individual children. As a result, activities and experiences lack challenge and children are not supported to

make good progress in their learning. However, children are happily engaged in activities of their own choosing. The childminder has identified some gaps in children's language abilities and has liaised with other professionals to find ways to help develop their speaking skills. She talks to the children and encourages them to copy new words as they play.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management mean that the childminder does not assure children's welfare. The childminder has received an action before regarding the requirements for medicines. She has introduced a new procedure. However, she does not implement this effectively. The childminder has not recorded the full instructions for different medicines or obtained written permission from parents before administering them. In addition, she has made the decision to reduce the dose of a prescribed medication given to a child. These practices significantly compromise children's health and well-being. Since the last inspection and subsequent visits from Ofsted, the childminder has taken steps to improve the food she provides for children. She cooks an adequate range of meals and serves healthier snacks. Children eat well. The childminder sits with the youngest children and encourages them to chew their food and feed

themselves. Children spend less time in the car and the childminder takes them to the local park to use the equipment and develop their physical skills. They have some opportunities to benefit from fresh air and exercise as they choose to play in the childminder's garden.

p.5

Outcomes for children are inadequate

The poor quality of teaching means that not all children are supported to make the progress they could. Generally, they are not sufficiently challenged or prepared well enough for the next stage in their development. Despite this, children who attend after school are polite, friendly and confident. They talk to the childminder about their day at school. Young children settle themselves for sleep and indicate their preferences for food and drink.
