p.2
Effectiveness of leadership and management is inadequate
The arrangements for safeguarding are not effective. During the inspection, a number of hazards were found at the premises within the reach of children. These include loose wooden fence panels with nails sticking out, a wire grid with exposed wires and large items, such as ramps and buggies, not securely stored. This compromises the children's safety. The childminder has yet to develop regular, effective arrangements to ensure her assistant receives appropriate training, coaching and support. The childminder makes assessments of children's learning. However, these assessments are not accurate and do not provide a realistic picture of what children know and can do. The childminder gathers information from parents when children first start in order to meet children's individual care needs. In addition, she maintains communication with parents. She ensures that they receive daily feedback about children's routines and experiences. The childminder

and her assistant know what to do in the case of any safeguarding concerns.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder demonstrates some knowledge of the children in her care. However, she does not use this information well enough to plan challenging learning opportunities that are tailored to individual children's needs and interests. Although she carries out some observations of children as they play, consideration is not given to what each child needs to achieve. For example, the childminder fails to use planned activities to meet children's next steps in learning. Consequently, these children do not make the progress they could. The childminder uses some teaching techniques to promote music and movement. For example, children enjoy playing the guitar and singing songs with the childminder and her assistant.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management compromise children's safety and well- being. Additionally, the childminder does not implement effective routines to promote the good health and hygiene of children. For example, after taking part in water play young children are left in wet clothing to eat their snack. The childminder does not make sure children wash their hands before mealtimes and there is no running water in the downstairs toilet. Drinking water is not easily accessible at all times. The childminder has suitable procedures in place to help children settle in. Children are generally happy and comfortable in the setting. The youngest children form secure attachments with the childminder and her assistant. For example, they seek their attention when they show signs of being tired. Children have opportunities to develop their physical skills as they play outside in the childminder's garden on a daily basis.
p.3
Outcomes for children are inadequate
Children do not make the progress they are capable of in their learning and development. Teaching does not consistently provide challenge for children and activities quickly lack purpose. As a result, some children are not prepared for the next stages of their learning, such as school. However, they join in with new experiences and show enjoyment of some aspects of their learning, such as singing and playing musical instruments.
