p.3

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder has failed to meet all the legal requirements of her role. For example, she failed to notify Ofsted that she is caring for children from an additional log cabin at her home. The childminder's assistant is not known to Ofsted and has not completed the procedures for suitability checks as required. Furthermore, she has unsupervised access to children, for example when the childminder collects children from school, and she does not hold a paediatric first-aid certificate. This means that sufficient and suitable adults are not present with children to meet their needs at all times and that a qualified first aider is unable to respond to emergencies swiftly. This has a significant impact on children's safety and well-being. The childminder is not aware that she needs to obtain parents' permission to leave her assistant in the sole care of children for short periods. She does not have a clear

understanding of the procedures to follow for dealing with written complaints and does not ensure she has a complaint or safeguarding procedure in place or available to share with parents. This is a breach of the Childcare Register. Risk assessments are not sufficient. The childminder does not ensure a first-aid box is readily available and does not have fire detection equipment in the log cabin where children play during the day. This has an impact on their safety in the event of an emergency. The childminder is not aware of changes to safeguarding guidance. This means she does not have a sufficient understanding of all signs and symptoms of abuse. Induction procedures are poor. The childminder does not ensure her assistant is aware of all safeguarding policies and procedures, such as how to refer any concerns to the relevant agencies. The childminder does not build on her skills and knowledge appropriately. This has a significant impact on

the children's welfare and the quality of teaching and practice.

p.5

Quality of teaching, learning and assessment is inadequate

The childminder does not share sufficient and precise information about children's progress with parents, to help maximise children's learning. She does not monitor and assess children's development to identify what children know and can do. Furthermore, she does not have a sufficient understanding of the progress check for children aged between two and three years. Therefore, she is unable to identify where additional intervention may be needed to successfully support them in their development or plan activities that match their individual needs. The quality of teaching is poor. The childminder interacts with children as they play. However, she does not have a clear learning intention for each child, and does not enhance and challenge children as they engage in the resources. That said, children are happy and do enjoy activities, such as building camps outdoors. They have secure attachments to the childminder and her

p.5

Personal development, behaviour and welfare are inadequate

Weaknesses in safeguarding have a significant impact on children's overall safety, welfare and personal development. The childminder does not monitor closely enough all areas of her practice to ensure that all weaknesses are identified and addressed. She has not given careful enough consideration to how she will provide sufficient space to meet the care and welfare needs of all children on days when she is minding more children than she usually does. Furthermore, the childminder does not consistently maintain ratios and ensure that she can see or hear children at all times, including when children use the toilet facilities in the main house. The childminder has failed to implement a policy for administering medicines to children and has not obtained written permission in every instance. She does not ensure she has all the required information and maintain records of all children in her care. For example, she does not keep a record of all first-aid

treatment given in the event of an accident and does not seek information on all children's dietary and medical details prior to them starting at the setting. This has a significant impact on children's safety, in particular should an emergency situation occur.

p.6

Outcomes for children are inadequate

Weaknesses in the quality of teaching and assessment have a negative impact on the progress children make. Their progress and preparation for school are being hindered. Despite this, children are developing some skills for their future learning. Children behave well and are sociable. They are building early friendships as they take part in activities together.
