This provision is inadequate
n The management and staff team have failed to address all the actions that were raised at a recent visit. Staff continue to have a poor understanding of risk assessment to minimise all potential hazards to children. n The quality of teaching is not consistently good across the whole nursery. Some staff lack awareness of how to plan and prepare suitable activities for the differing ages. Consequently, children are not challenged to extend their learning further. n The monitoring of staff performance currently does not sharply focus on raising the quality of teaching to a good level. n Although most parents are happy with the care their children receive, they do not always receive timely feedback on their children's learning and the progress they are making.
p.1
It has the following strengths
n Staff manage children's behaviour in a positive way, and children respond well. Staff help children learn how to manage their behaviour and play well together. Children develop good friendships. n Children are settled and demonstrate that they feel emotionally secure. They have close relationships with staff, who are kind and friendly to them.

p.2
Effectiveness of leadership and management is inadequate
Management changes and numerous staff changes have contributed to a lack of consistency in some aspects of the nursery. This has led to a decline in the overall quality of the provision. Safeguarding is not effective. Staff continue to lack a thorough enough understanding of the importance of risk assessment. This has been an ongoing concern with actions raised at two previous visits. Despite staff being reminded to close the safety gate on the kitchen by the manager on the day of the inspection, the safety gate was found to be left open on a number of occasions. This potentially puts children's overall safety at risk due to the many hazards in this area. The manager currently in charge of the nursery is covering from another Mace nursery, until a permanent manager is appointed. She has worked extremely hard to recruit new staff and induct them into their roles. She has improved the key-person system to ensure all children have a key

person allocated to them. The manager also has effective monitoring systems in place to check that ratios of staff to children are met. The manager holds supervision meetings with staff and sets some goals for improvement. However, these are not focused precisely enough to help raise the quality of teaching to a good level. The manager and staff have knowledge of child protection issues and know the reporting procedures to follow if they had concerns about a child's welfare.
p.3
Quality of teaching, learning and assessment requires improvement
Although most staff are qualified and trained, not all of them use their knowledge and skills effectively enough to plan suitably challenging and interesting activities for all children. For example, staff in the pre-school planned a floating and sinking activity. However, this was not planned well and did not maximise learning opportunities to encourage children to think and predict. As a result, children lost interest quickly and moved on to other play. The nursery is in the process of a refurbishment and has been resourced with new Montessori equipment. However, staff are currently waiting to be trained in this teaching method. Children do, however, enjoy using these resources. They spend time building towers carefully with different blocks and learn concepts of sizing as they position and line up the cylinder cubes. Younger children enjoy exploring the water play in the garden. Staff support their early learning and communication, explaining

what is happening with the water as it pours through the water wheel. Young babies freely explore their surroundings, as they crawl or toddle around.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management compromise children's care and well- being. Staffs' poor knowledge of risk assessment has an impact on children's safety. Staff obtain information about the children's care needs during the settling-in time. This helps children and babies to feel secure with their key person and the whole staff team. Parental feedback is variable. Several parents comment on how well the staff care for their children. They report that their children are very happy and are excited to come to nursery in the morning. However, some parents continue to show concern regarding the high level of staff changes recently. The manager endeavours to keep parents up to date on a weekly basis regarding staffing to ensure they are kept informed. Children enjoy regular snacks and drinks and are provided with healthy and nutritious meals. The different age groups take turns to play in the garden, where they run around, play

games such as 'What's the time Mr Wolf?' and play on ride-on toys. This helps support their physical development and good health.
p.4
Outcomes for children require improvement
Children, including those in receipt of funding, gain some basic skills needed to support their development. However, due to the inconsistencies in the quality of teaching, not all children are being supported to make consistently good or better progress. Babies and toddlers develop social skills when staff engage with them. Children with special educational needs and/or disabilities are supported and staff are helping to close gaps in their learning. Pre-school children initiate their own imaginative play games and negotiate roles. However, they are not being challenged enough in their learning to fully support their readiness for starting school.
