This provision is inadequate

n The childminder does not ensure that children are kept safe. She cares for high numbers of children on her own and this prevents her from being able to meet their safety and care needs and help them learn how to keep themselves safe. n The childminder does not supervise children closely enough to keep them safe. At times, on the journey from school to her home, and when playing on equipment in the park, children are out of her sight and hearing. This puts them at risk of harm. n The childminder is not confident in all aspects of safeguarding. She is not aware of how to respond to an allegation made against herself or a member of her household to ensure this is acted on appropriately. n The childminder is not able to identify and take steps to minimise risks to children. She completes written risk assessments but she does not use them to provide children with safe experiences and a safe environment. For example, sharp knives and cleaning

products are accessible to children. n The childminder fails to gain written permission from parents prior to administering medication as required. Information about children's individual medical needs is not accurate in order to ensure appropriate treatment is given when needed. n The childminder does not ensure that her premises are secure. The front door is left unlocked. This means that children could leave unsupervised and that unauthorised persons may enter the premises without the childminder's knowledge. n The childminder fails to maintain accurate records for all children she cares for. She does not have access to basic information about their individual needs so that she can respond quickly to any emergency.

It has the following strengths

n Children benefit from participating in physical activities to support their health.

What the setting needs to do to improve further

n The inspector accompanied the childminder when she collected children from school and observed children involved in activities in her home. n The inspector spoke with children and the childminder when appropriate during the inspection. n The inspector sampled a range of documentation used to support children's welfare. n This inspection was prompted following the risk assessment process.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder fails to supervise children closely enough to ensure she can keep them safe. Although she has some understanding of possible indicators that a child may be at risk of harm, she is not familiar with the procedures to follow in the event of an allegation being made against herself. As a result, she would not be able to take prompt and appropriate action to keep children safe. She is not familiar with the Local Safeguarding Children's Board guidance and does not reflect this in her policies. The childminder fails to reflect on her practice. This has led to her breaching many requirements of the early years foundation stage and also the requirements of the compulsory and voluntary parts of the Childcare Register. She does not organise documentation that is required for the safe management of the provision appropriately. For example, she does not have details of all children's dates of birth,

home addresses or emergency contact details. She fails to maintain detailed information about children's medical needs and does not have permission from parents to administer life-saving medication. She does not have access to vital information, which compromises children's safety.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder does not engage with children as they play to support their learning and increase their enjoyment. Due to the high numbers of children in attendance, she spends her time watching children from a distance to try to supervise them all at the same time. This prevents her from getting involved and interacting with them. For example, when a child uses a swing, she does not engage with them to support them in learning how to use the swing safely or to teach them how to propel the swing by themselves. The childminder fails to teach children about safe practices as they play. For example, children bounce a ball as they walk alongside a busy road where there is a high risk of it rolling out into the road and distracting a driver. The childminder provides opportunities for children to do their homework while at her house, and will take time to read their school books with them, helping them to build on their literacy skills. She reminds

children about being kind to each other, so they develop friendships. Parents receive verbal feedback from the childminder to keep them informed about children's experiences.

p.3

Personal development, behaviour and welfare are inadequate

Children's safety is compromised as the childminder is not able to appropriately identify and take effective steps to minimise risks. She does not organise school pick-ups well to ensure children are safe. For example, once children are collected from their classrooms, they are able to run off to collect their scooters or bicycles or to speak with their friends. The childminder does not supervise them closely to ensure she knows their whereabouts. When at the park, the childminder allows children to wander off in different directions so she cannot supervise them all at the same time. When some children choose to play on a high slide, the childminder is not able to keep them in her sight at all times, as she is having to watch other children in different areas of the park. On their walk back to the childminder's home, there are agreed stop points to prevent children going to far away from the childminder. However, not all children adhere to

these and, as a result, are not always in her sight. The childminder has completed written risk assessments for certain activities and areas of her home. However, she has not taken the action suggested in the risk assessment to ensure it helps to keep children safe. For example, sharp knives and cleaning products are accessible to the children in the kitchen, and premises are not secure. The childminder provides opportunities for physical play activities in her home and at the park. She offers children generally healthy options for snacks and meals.
