The provision is inadequate and Ofsted intends to take enforcement action: We will issue a Welfare Requirements Notice requiring the provider to: Due date ensure the policy and procedures to safeguard children are in line with the Local Safeguarding Children Board (LSCB) procedures and include the action to be taken in the event of an allegation being made against someone living or working on the premises 26/06/2019

p.2
Effectiveness of leadership and management is inadequate
Safeguarding is not effective. The childminder does not have enough knowledge and understanding of safeguarding to keep children safe. She cannot recognise, and act, when there might be concerns about children or in the event of an allegation against someone living or working on the premises. The childminder has not addressed actions from the previous inspection. For example, the safeguarding policy does not contain the procedures to be followed in the event of an allegation against her, in line with LSCB procedures and as required. The childminder has implemented systems for recording children's daily hours of attendance since the last inspection. However, these are not completed consistently and are incomplete. The childminder has not done enough to develop her knowledge and understanding in relation to learning and development. As a result, children continue not to make as much progress as they could.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder continues to lack knowledge and understanding of how to monitor children's development and provide activities that meet their individual needs. She does not adequately assess what children can do or plan activities and opportunities for children to develop to the next stage. The childminder has implemented systems to help communicate with parents about what their children have enjoyed doing, such as when they go to the toddler group. For example, she shares a 'daily diary' with some parents. However, she does not obtain enough information from parents about what their children can do when they start at the setting. As a result, the childminder does not tailor activities and experiences to meet each child's learning needs. The childminder communicates well with children, which supports their language development. For example, she uses descriptive words when children look at their surroundings through

binoculars. However, learning is incidental, and the promotion of diversity is limited.
p.3
Personal development, behaviour and welfare are inadequate
The breaches to the safeguarding and welfare requirements compromise children's safety. Nonetheless, the childminder promotes children's health. She encourages children to eat fruit and vegetables and drink plenty of water. The childminder promotes the development of children's independence skills, which helps prepare them for their future move to school. For example, children routinely wash their own hands after using the toilet and before eating. The childminder talks to children about how to keep themselves safe and children behave well. She takes children out regularly in the community, such as to the farm and the park. This helps children to be active and to develop their social skills.
p.3
Outcomes for children are inadequate
The childminder does not do enough to ensure that all children achieve as much as possible. She continues to fail to monitor the progress children make. As a result, the childminder has not recognised when children are more able and does not plan activities that appropriately challenge them.
