What the setting needs to do to improve further

n We carried out this inspection as the result of a risk assessment, following information we received about the childminder. n The inspector observed the quality of teaching and assessed the impact this has on children's learning. n The inspector spoke to the children at appropriate times during the inspection. n The inspector checked a range of other documentation, including children's details, training certificates and suitability checks.

p.2

Effectiveness of leadership and management is inadequate

The childminder has not made sufficient progress in addressing the actions from the previous inspection. She does not provide children with good-quality learning and development experiences to ensure they make good progress. The childminder does not find out what children already know and can do when they enter her care. This means that assessments of children's progress are not precise enough to help her correctly identify children's stage of development from the start. Despite recent communication and language training, the childminder has not implemented what she has learned to improve children's English. Arrangements for safeguarding are effective. The childminder is aware of possible signs and symptoms of abuse and wider issues, such as radicalisation and extremism. The childminder knows the procedures to follow for reporting any concerns about children. The childminder understands and maintains the

p.3

Quality of teaching, learning and assessment is inadequate

The quality of teaching is weak. The childminder does not make the most of her teaching skills to facilitate children's learning. Activities lack the high level of challenge children need to help them develop the skills to concentrate, keep on trying and to think for themselves. This means children do not move forward quickly enough in their learning. Although the childminder has introduced more resources for children under the age of two years, including natural materials for babies to explore, these are not put to effective use. For example, babies are unable to reach toys and become bored and disengaged. The childminder's attempts to interact with children are fleeting. For example, she begins to read a story but fails to keep children interested and they move away. Older children's communication skills are not promoted effectively. For instance, the childminder does not provide adequate opportunities for children to hear or practise

p.3

Personal development, behaviour and welfare are inadequate

Despite the weakness in leadership and management and the quality of teaching, children are happy. However, the childminder does not set out clear and consistent boundaries for children. For example, children are not encouraged to reduce the noise to help them concentrate and they are quickly distracted. The childminder has not considered the importance of uninterrupted play time for babies when they are ready to engage. For example, although babies are settled, they do not benefit from purposeful interactions because the childminder does not spend enough time with them. The childminder teaches children the importance of washing their hands before eating. This helps children to build up an understanding of good hygiene practice.

p.3

Outcomes for children are inadequate

Weaknesses in teaching mean that children do not make enough progress in their learning and development. They do not receive the individual support they need to achieve good progress. Despite this, children are gaining some of the basic skills needed for their future learning. For example, children are confident and sociable. Babies pull themselves up by holding onto furniture. This helps them develop some good physical skills.
