p.1

This provision is inadequate

n The strategies the childminder uses to manage children's unwanted behaviour are not effective. This has a negative impact on the welfare and learning opportunities offered to other children in her care. n The childminder does not ensure that she consistently provides all children with good levels of interaction, support and encouragement in their care and their learning. n The childminder does not keep a daily record of the names of the children cared for on the premises and their hours of attendance. n The childminder does not display her certificate of registration or have this readily accessible to show to parents and/or carers on request.

p.1

It has the following strengths

n The childminder provides a varied range of toys and resources for children to freely choose from. Overall, children are inquisitive, independent and they like to explore. n The childminder keeps parents informed about their children through ongoing discussion and written information. This helps to promote some continuity in children's care and development. n The childminder supports children to learn about personal hygiene routines and they have daily access to fresh air.

What the setting needs to do to improve further

n The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning. n The inspector completed a joint evaluation of an activity with the childminder. n The inspector held a number of discussions with the childminder. She looked at relevant documentation and evidence of the suitability of persons living in the household. n The inspector spoke to children during the inspection.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder is unable to fully protect children from harm when she is focusing on managing the behaviour of specific children. She fails to maintain a daily record of the names of children she is caring for and their hours of attendance. The childminder has also failed to meet a further legal requirement as she does not display her certificate of registration or ensure this is easily accessible. Despite this, the childminder has a suitable knowledge of her safeguarding policies and procedures, and the action to take if she has a concern about a child in her care. Since she was issued with welfare requirement notices to improve her knowledge of safeguarding, the childminder has completed several training courses. This includes a dedicated safeguarding lead course to help ensure her knowledge is up to date. Additionally, the childminder has provided opportunities to update the knowledge of her

assistants with regard to safeguarding and she monitors their practice. The childminder has also ensured that suitability checks are carried out on all adults working in the home, before they have unsupervised access to children.

p.3

Quality of teaching, learning and assessment requires improvement

The childminder understands how children learn and she offers a suitable range of activities and toys for children to choose from. The childminder does plan some activities and these follow children's interests. However, when she is working alone, the childminder does not consistently engage with some children to support their learning and development. This is due to the demands on her time from behaviours displayed by other children. As a result, some children are left to play alone without interaction from an adult. Consequently, at times, activities lack challenge and children are not stimulated or motivated to learn. This has an impact on the level of progress children make when in the childminder's care. Children do seek out attention from other adults present, for example the inspector, to provide them with the care and attention they need at some points. The childminder does provide opportunities for children to develop their physical

skills, as they ride on scooters and play with footballs in the garden. The childminder and her assistants complete some observations of children and assess their progress.

p.3

Personal development, behaviour and welfare are inadequate

The childminder has implemented set strategies to manage children's behaviour and, in particular, unwanted and disruptive behaviour. However, these strategies are ineffective as some children continue to demonstrate disorderly behaviour, including screaming, shouting and throwing toys. This has a negative impact on the care and learning of the other children. The childminder does encourage children to learn about healthy food options and she provides a range of nutritious meals, always ensuring individual dietary requirements are met. However, mealtimes are not a social occasion for children. The childminder sits children at the table with the television on. Her attention is taken with other chores and managing the needs of specific children. This means some children receive no encouragement or conversation about the food they are provided with, resulting in children who eat very little.

p.3

Outcomes for children require improvement

Overall, children do not make the progress they are capable of. As a result, children are not always as sufficiently well prepared for the move on to nursery and school as they could be. Children enjoy the opportunities they have to draw, and they talk to the childminder about people familiar to them and past events they remember, such as fireworks on bonfire night.
