This provision is inadequate

n Children do not receive high-quality learning experiences or the individual support they need to make good progress. n The childminder's assessments of children's development are not accurate. This means that children are not given appropriate challenges to help them acquire all the skills they need in preparation for their next stage of learning. n The childminder does not obtain information from parents to help gain an accurate account of their children's interests and capabilities. This means the childminder cannot plan activities that ignite children's curiosity and build on their enthusiasm to learn. n The childminder does not monitor her provision well enough to identify weaknesses in practice, such as the lack of opportunity for children to extend their English vocabulary. n The childminder does not help children to understand and follow simple rules and boundaries. For example, children do not learn that the noise they make does not help

them or others to concentrate on what they set out to do and they do not realise that they often do not hear a lot of what is being said or asked of them.

p.1

It has the following strengths

n The childminder has risk assessed her environment and has systems in place to ensure that no one can enter or leave without her knowledge. This helps to keep children safe.

What the setting needs to do to improve further

n We carried out this inspection as the result of a risk assessment, following information we received about the childminder. n The inspector observed the quality of teaching and assessed the impact this has on children's learning. n The inspector spoke to the children at appropriate times during the inspection. n The inspector checked a range of other documentation, including children's details, training certificates and suitability checks.

p.2

Effectiveness of leadership and management is inadequate

The childminder does not obtain information from parents about children's development when they start. This means the childminder does not have the information needed to plan specifically for children's individual learning needs. The childminder has not made enough improvement following her last inspection. For example, she does not ensure that her assessments of children's progress are accurate and precise. Arrangements for safeguarding are effective. Child ratios are understood and maintained. The childminder demonstrates a sound knowledge and understanding of possible signs and symptoms of abuse, and wider safeguarding issues. The childminder is clear about who to contact should she have concerns about a child. The childminder has made sure all required documentation is available for inspection.

p.3

Quality of teaching, learning and assessment is inadequate

Although the childminder has attended training to improve practice, she has failed to improve the quality of teaching and it remains weak. Consequently, children do not benefit from good-quality adult guidance and challenging learning experiences. For example, the childminder does not plan enough opportunities for children to extend their English vocabulary. The childminder does not consider how to use children's interests to help them build on what they already know. For example, she tries to engage children in an activity to introduce colour and basic counting, but fails to maintain their interest. The childminder does not give children time to respond to her questions before she gives the answer. This means that children are not challenged enough in their thinking and do not move forward swiftly enough in their learning. This includes babies who are not provided with an environment that invites their responses. For example, there are no resources

within reach that they can explore with their senses and no encouragement for babies to make sounds, such as babbling.

p.3

Personal development, behaviour and welfare are inadequate

Despite the weakness in leadership and management and quality of teaching, children are happy and content. The childminder does not set out clear and consistent boundaries. As a result, the noise within the play room is not always of a level that aids children's concentration and they are quickly distracted. Older children freely select items from an adequate range of toys and resources. However, although the childminder has acquired resources for babies, they are not within their reach. For example, they sit playing with the only thing they can find, which is a plastic spoon. The childminder promotes a positive environment and this helps children develop a respect for others. Children help themselves to drinks when they are thirsty.

p.3

Outcomes for children are inadequate

The weaknesses in the quality of teaching mean that children do not get the learning opportunities they need to make good progress. Babies, as well as older children, do not get the individual or targeted support they need. Despite this, children do develop some of the basic skills that they need to move on to their next stage of learning. For example, older children are independent, and they enjoy arts and crafts. Babies are inquisitive and find the confidence to approach new people in an environment where they feel safe.
