p.3
Effectiveness of leadership and management is inadequate
The childminder does not have a secure knowledge of the 'Statutory framework for the early years foundation stage'. As a result, there are breaches of these legal requirements. She does not evaluate the quality of her childcare. Her knowledge and understanding of good teaching practice are poor. The childminder does not ensure children's health and safety. She maintains inaccurate daily registers of children's attendance. Safeguarding is ineffective. The childminder does not have sufficient understanding of the procedures she needs to follow to keep children safe. She lacks understanding of how to protect them from extreme views and behaviours. The childminder's premises are unsafe. She does not carry out effective risk assessments. As a result, she does not take action to identify and minimise hazards. For example, she does not secure cupboards containing cleaning products and these are potentially

accessible to children. She leaves plastic carrier bags in areas used by children, which pose a potential risk of suffocation.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not have enough understanding of the learning and development requirements. She does not understand how to assess children's learning. She lacks awareness of what children should be able to achieve at different ages. Her teaching does not focus on what children need to learn next. This is because she does not recognise children's level of development. The childminder is unaware of her responsibility to complete the progress check required for children aged between two and three years. She fails to identify gaps in children's learning. Consequently, the experiences she provides for children, although generally enjoyable, do not challenge them enough. Much of the learning that takes place is incidental, not planned. Children learn some new skills as the childminder instinctively offers some support. For example, she talks with children, reads stories and shares books. This encourages children's early
p.4
Personal development, behaviour and welfare are inadequate
The childminder does not ensure children's welfare. The rooms in which she provides childcare are disorganised and very cluttered. This creates hazards for children as they move about. The childminder does not always record accidents and injuries. She does not record the medications which she administers to children. She was unable to locate documents containing children's personal information at the time of inspection. This compromises her ability to meet children's health needs and ensure their safety. The childminder forms warm relationships with children and gives them lots of praise. This helps them to feel valued and secure. She sets a good example for children in relation to manners and respect. As a result, children learn to behave well. They start to understand the needs of others.
p.4
Outcomes for children are inadequate
Children do not make the progress they are capable of because teaching does not focus on their individual needs and next steps. They struggle to maintain their attention and build on what they already know. Their ability to self-select and develop their own play ideas is restricted due to the childminder's poor organisation and storage of toys and resources. Children are not given enough opportunities to think and find things out for themselves. Consequently, gaps in their learning are not closing quickly enough. They are not successfully challenged or well prepared with the skills they require for their future learning.
