This provision is inadequate

n The childminder demonstrates a weak understanding of safeguarding and protecting children at risk of harm. For example, she does not fully recognise the signs and symptoms of abuse, neglect and current issues which may affect a child's welfare. n The childminder does not provide staff with appropriate training to ensure they understand the procedures to follow in the event of an emergency or if they have a concern about a child. Staff do not always have access to first-aid equipment to help assist them in the event of an accident or emergency during outings, for example. n Risk assessments are not robust enough to ensure children's safety. The childminder does not identify ways to minimise potential risks and hazards to children, both in the setting and while on outings. Staff are not effectively deployed to ensure children are adequately supervised and their safety is maintained at all times. n Partnerships with parents and other professionals are not as effective as they could be.

p.1

This provision is inadequate

For example, the childminder does not share key information with parents about their child. She does not consistently share information with other professionals to ensure children receive any additional support or the early help they need. n The childminder does not record the necessary information about a child, or their age and stage of development, when completing a two-year-old progress check. n The childminder and her assistant do not plan effective activities which help to engage all children in their learning. They do not consider children's interests and next stages of learning precisely enough to help close any gaps in their development. As a result, children do not make the progress of which they are capable. n The monitoring of staff practice is not effective enough to ensure they access training which helps them to sustain a consistently good level of teaching. n The childminder has not implemented an effective system to evaluate the quality of the

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and Childcare Register the provider must: Due date improve the current system used to complete two-year-old progress summaries with the necessary information required, so parents and other professionals are clear on the level of progress a child is making 01/07/2019 improve planning to ensure activities provide children with enough challenge, include their interests and focus precisely on their next stages of learning, to help children make the progress of which they are capable, and keep them engaged and focused in their learning. 01/07/2019

What the setting needs to do to improve further

n The inspector had a tour of all areas of the premises children access. n The inspector spoke with and considered the views of staff and children during the inspection. n The inspector held discussions with the childminder at convenient times during the inspection. n The inspector reviewed documentation relating to children's learning, development and progress. She reviewed risk assessments, policies, procedures and other records regarding health and safety. n The inspector conducted a joint observation and considered the childminder's evaluation. She completed general observations and assessed the impact of activities on children's learning.

p.3

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder demonstrates a weak understanding of how to recognise the signs and symptoms of abuse and neglect. She does not access training to help her keep up to date with current issues which may affect a child's welfare. The childminder does not ensure all staff receive training to help them understand the setting's safeguarding policies and procedures to follow, should they have a concern about a child's welfare. There are significant weaknesses in the childminder's awareness of how to consider and identify all risks to children's health and safety. For example, a child sustained significant injuries while left unattended using apparatus and climbing equipment beyond their capabilities. The child's injuries could have potentially been prevented had the childminder carefully considered all the risks to the child's safety. The childminder does not ensure staff are deployed effectively while

children attend outings. She does not always ensure children are accounted for, which in one instance resulted in a child going missing from her care. Although the child was safely returned, the childminder fails to respond in accordance with her policy and procedure and does not promptly notify parents about the incident. Partnerships with parents are not effective. The childminder does not have an effective procedure in place to evaluate the quality of her setting and service she provides. For example, she does not collect feedback from parents, staff and children to consider any areas to improve.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder completes regular supervision sessions with her assistants. However, these do not focus precisely enough on what needs to be done next to improve the quality of teaching. The childminder and her assistant do not plan effectively enough to ensure children's interests and next stages of learning are carefully considered. Children often walk aimlessly around the playrooms and do not engage with the play equipment and toys planned for them. The childminder does not always listen and respond to children. For example, when children ask the childminder if they can use play resources from a high shelving unit, she tells them this can be used another day. This limits children's choice, independence and learning. The childminder and her staffing team do not work collaboratively with parents and other professionals involved in a child's care. For example, they do not consistently share information about a child's development,

which results in unclear messages about the progress a child is making. The childminder does not act on the information she receives about a child where concerns are raised, to ensure they receive the individual support they need in their learning. She does not include parents or take account of their views when completing a child's two-year-old progress check. Furthermore, the current system used does not include the child's age and stage of development. Therefore, parents and other professionals do not receive clear information about the level of progress a child is making.

p.4

Personal development, behaviour and welfare are inadequate

Significant weaknesses in the leadership and management of the setting greatly compromise children's health, safety and welfare. The childminder does not implement effective procedures to ensure children's well-being, in the event they have an accident during outings or on route to school. For example, she does not provide staff with the first-aid equipment they need to assist them in the event a child has a serious accident or sustains an injury when they are off of the childminding premises. Children's health, safety and well-being are at risk. That said, older children enjoy the time they spend in the garden with the childminder and her assistant. Children play with their friends and develop their physical skills as they push each other using ride-along vehicles. Children observe the world around them as they look for birds and talk about the different foods they eat. Children compare this to the different foods they like to eat and talk about how

p.4

Outcomes for children are inadequate

The significant weaknesses in the leadership and management mean children's safety is not maintained at all times. Teaching does not consistently match the individual needs of a child to help them make the progress of which they are capable. Children have limited experiences and are not consistently engaged or stimulated by the play equipment planned for them. As a result, children are not as well prepared for their next stages of learning and eventual move to school as they could be.
