p.1

This provision is inadequate

n The childminder has reviewed her practice since the last inspection and has introduced new systems to support children's learning. However, she has failed to ensure she meets a number of the safeguarding and welfare requirements, which continues to put children at risk. n The correct ratio requirements are still not being consistently met. During the inspection, the childminder left her assistant alone with six children under the age of five while she took another child to school. This limits how effectively children's individual needs are met. n Despite the childminder regularly leaving children with her assistant, she is unable to show how she has gathered consent from parents to do this. n The assistant has a clear awareness of potential signs of abuse and neglect. However, she is unclear about the action she should take if a child told her they were being abused. n The childminder has made some changes to how she records children's attendance;

however, the accuracy of this is variable.

p.1

It has the following strengths

n Children develop secure friendships with their peers and behave well. They show interest in others and respect each other's feelings. n The childminder and assistant effectively encourage children to think through their ideas, asking challenging questions and planning activities that build and extend on their knowledge. Children are making appropriate progress and are well prepared for starting school.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action: We will issue a Welfare Requirements Notice requiring the provider to: Due date ensure that adult-to-child ratio requirements are met at all times, particularly where assistants are left alone with the children 14/06/2019

p.2

What the setting needs to do to improve further

improve clarity of the attendance record to ensure that all children's hours of attendance are consistently and precisely recorded 14/06/2019

p.2

What the setting needs to do to improve further

obtain parents' and/or carers' permission to leave children with an assistant, including for very short periods of time 14/06/2019

p.2

What the setting needs to do to improve further

ensure assistants have a clear understanding of the safeguarding procedures they must follow, particularly if a child tells them they have been abused. 14/06/2019

p.2

What the setting needs to do to improve further

n The inspector observed care routines and activities indoors and out. n The inspector and childminder observed the assistant carry out an activity and discussed the effectiveness of this. n The inspector reviewed a sample of documentation and records. n The inspector held discussions with the childminder and assistant and spoke to children at convenient times. n The inspector spoke to a parent and reviewed written feedback to gather their views.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder has not taken enough action to ensure she continues to meet requirements. She has developed new systems for recording children's attendance; however, she had not recorded the arrival time of four of the children on the day of inspection. The childminder has worked with the local authority to review her effectiveness and continues to take action to make improvements. However, key requirements, including those raised at the previous inspection, have not been met. The childminder continues to overlook ratios on some occasions, such as when she takes children to the local school. The childminder and assistant have a secure awareness of most aspects of child protection. They refer confidently to the government's 'Prevent' duty and understand other current issues. However, the assistant was unclear of the importance of ensuring disclosures are reported immediately to the relevant authorities.

p.3

Effectiveness of leadership and management is inadequate

The childminder maintains records generally well; however, she does not have clear consent from parents for their children to be left in the care of her assistant. The childminder gathers the views of children and parents and uses these to plan future improvements, such as outings and developing the book corner. However, she does not prioritise these improvements effectively to ensure legal requirements are met.

p.3

Quality of teaching, learning and assessment is good

Children independently choose from a wide range of toys which are available inside and out. The assistant sits with children at their level, encouraging them to join in and talk about their ideas and predictions. For example, when a group of children make play dough, they talk about the ingredients and describe what is happening to the mixture. The assistant demonstrates what to do, then allows children time to have a try. Children encourage each other and praise their efforts. This helps them to develop high levels of self-esteem and make them feel valued. Systems to monitor children's learning are effective. The childminder and assistant observe children's interests and plan activities to extend and support these. Parents say that they receive helpful information about their child's progress and that the childminder shares further ways they can support learning at home.

p.3

Personal development, behaviour and welfare are inadequate

Children behave well as they are motivated and engaged in their activities. However, weaknesses in leadership and management have a negative impact on children's safety and welfare. Despite this, children enjoy being independent, such as putting on their own boots before going outside. Children are provided with appropriate, balanced, home-cooked meals and snacks, including a range of fresh fruit.

p.3

Outcomes for children are good

Children are making good progress in their learning, based on their starting points. The childminder has a secure understanding of government strategies, such as programmes that promote children's communication. She focuses support on children's language skills and uses what she knows to track children's progress, seeking support from other agencies where required. Children persevere in their activities, sit and engage for long periods and listen carefully to instructions, which prepares them well for school.
