She discussed safeguarding, and looked at relevant documentation, such as policies and procedures, and children's records. n The inspector spoke to parents during the inspection and took account of their views.
p.2
Effectiveness of leadership and management is inadequate
Safeguarding is not effective. The manager does not ensure that all documentation relating to the vetting of staff suitability is easily accessible and available for inspection. She does not ensure risk assessments are used well enough to identify and minimise any risks to children's safety. For example, on the day of the inspection, the manager did not complete risk assessments for outings. In addition, she did not identify that the fire exit from the children's bathroom was blocked with prams. This compromises children's safety in the event of a fire. All staff do not have a clear understanding of the procedures to follow to share concerns they may have about children's welfare. Staff are deployed effectively and supervise children well. However, they do not have a named deputy to be in charge in the manager's absence. The manager does not ensure at least half of her staff team are qualified. She was not aware of this requirement. The manager has not

put appropriate support arrangements in place for staff to receive supervisions. They do not receive the training and support they need to help improve their knowledge and skills to fully promote children's overall development. Self-evaluation is not yet developed to help identify breaches in requirements and act upon weaknesses in a timely manner.
p.4
Quality of teaching, learning and assessment requires improvement
Staff do not have the relevant knowledge, skills, qualification and understanding of how young children learn and develop, to extend the experiences provided. For example, at times, staff missed opportunities to support children's language skills effectively. They do not expand on children's sounds and words to further encourage their speaking and understanding. However, the manager carries out observations and assessments of children's learning. She uses this information to plan activities that interest and engage children, taking into account their individual and group needs. Children make some progress. The manager works closely with professionals involved in each child's learning to help provide consistency.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management mean that children's welfare is not promoted effectively. Furthermore, the manager was not able to produce documentation to show that the vehicle used to transport children is appropriately insured, which compromises children's safety. Staff do not ensure a seamless transition between activities to help children know what to expect. They do not give them enough warning to prepare them for what is going to happen next. Staff encourage children to share and take turns as they play. They support children to be independent, for example, children are active and develop healthy hygiene skills.
p.4
Outcomes for children require improvement
Weaknesses in teaching mean that children, including those in receipt of funding and those with special educational needs and/or disabilities, make slow but steady progress from their starting points. They develop some skills that prepare them for future learning at nursery and eventually school.
