p.2
Effectiveness of leadership and management is inadequate
The childminder's knowledge of the statutory requirements of the early years foundation stage is poor. She has not attended any training to strengthen her knowledge and has failed to keep up to date with recent changes in legislation and guidance. Actions raised at the last inspection with regard to safeguarding and learning and development have not been addressed effectively. This limits her capacity to improve. Safeguarding is not effective. The childminder has failed to follow the correct procedure when she had a concern about the welfare of a child. In addition, she has not ensured that her assistant has up-to-date knowledge and understanding of safeguarding procedures. The childminder has not ensured that she has appropriate written permission to leave children with her assistant. She has not supported her assistant effectively in his role. For example, he does not hold a current paediatric first-aid certificate. The childminder

does not understand her responsibilities under the Data Protection Act 1998 and the security of information. Risk assessments are not thorough enough to minimise hazards. For example, on the day of the inspection cleaning fluids were left in the toilet. In addition, the childminder has not considered how she can minimise hazards on the trampoline.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not have a good enough understanding of how to provide activities to support children's stage of development. She does not use her observations of children to precisely identify where children are in their learning. She is unable to accurately identify what children need to learn next or what they are interested in. For example, she does not notice younger children's fascination in how resources, such as play foods, can be stuck together, so extending their small-muscle skills and building their imagination. The activities which the childminder provides do not contain an appropriate level of challenge. The childminder often completes paperwork as children play, missing opportunities to interact with and support children's ongoing development. She offers lots of praise when she plays alongside children, but she fails to extend their play effectively. This causes children to lose interest in activities. The childminder has not

provided parents with a summary of children's progress between the ages of two and three. This has not ensured that appropriate and timely interventions can be provided for children who may require additional support.
p.4
Personal development, behaviour and welfare are inadequate
The significant weaknesses in leadership and management and teaching, learning and assessment have a negative impact on children's care and well-being. That said, the childminder is friendly and forms positive relationships with children in her care. The childminder provides opportunities to support children's physical and emotional needs. Children enjoy playing in the childminder's garden or going to the park. The childminder maintains suitable hygiene practices and provides healthy meals. Children behave well.
p.4
Outcomes for children are inadequate
Children are not supported and challenged appropriately to make the progress of which they are capable. They are not sufficiently prepared with the skills they require for the next stage in their learning. The childminder is unable to identify all areas where children need additional support, to strengthen their learning further.
