This provision is inadequate

n The childminder has a poor knowledge of the requirements of the early years foundation stage. She does not show the capacity or willingness needed to improve her provision. n Safeguarding is not effective. Significant weaknesses in the childminder's knowledge and understanding of safeguarding mean that children's welfare is not promoted and their overall safety is compromised. n The childminder does not ensure children's safety at all times. Her understanding of fire control and evacuation procedures is weak. She does not follow procedures that help prevent the spread of infection. n The childminder does not provide children with healthy snack options. She does not consistently maintain an accurate record of the hours that each child attends. n The childminder demonstrates a poor understanding of how to support and promote children's learning and development. Her teaching does not complement children's

learning at school. The childminder provides few resources and learning experiences for children. As a result, children experience a significant negative impact on their learning, motivation and happiness. n The childminder's self-evaluation is weak. She does not accurately reflect on the service she provides or make plans for improvement. The childminder does not give parents opportunities to share their views and opinions of the service she provides. n Weaknesses in the childminder's overall practice mean that children's emotional well- being is not promoted effectively. Young children in particular are not prepared well for transitions in their lives, such as when they start school. Children do not thrive or make good progress while in the childminder's care.

It has the following strengths

n All children behave well. They demonstrate politeness and are well mannered towards each other and adults.

Inspection activities n The inspector observed the childminder interacting with children indoors. She discussed with her the impact of her interaction with children and the limited range of resources and learning opportunities made available to them. n The inspector sampled documentation, including policies and training certificates. n The inspector spoke to children and parents at appropriate times. She also considered written feedback supplied by parents for the purposes of inspection. n The inspector checked evidence of the suitability of all adults living on the premises and the qualifications of the childminder. She held discussions with the childminder about her knowledge and understanding of safeguarding and the learning and development requirements. n The inspector talked to the childminder about how she evaluates the service she provides and her plans for continual improvement.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder has a weak understanding of the potential signs, symptoms and indicators of abuse and neglect. She does not know the correct procedure to follow in the event that she has concerns about a child's welfare. The childminder demonstrates a poor understanding of fire safety practices and emergency evacuation procedures. For example, she does not have appropriate fire control equipment. The childminder is unaware of how to ensure children's safety in the event of a fire. She does not understand or have emergency evacuation procedures in place. The childminder does not maintain a consistently accurate record of children's daily attendance. This means she does not always know the days and hours children attend. The childminder does not accurately recognise the strengths and weaknesses in her practice. Parents are not given opportunities to contribute to the self-evaluation process.

p.4

Effectiveness of leadership and management is inadequate

On the day of inspection, parents' verbal and written comments were favourable overall. However, they state that they would welcome an increase in activities and resources provided for their children. The childminder has not fully addressed previous actions raised during her last inspection. Her unwillingness and resistance to change demonstrate her limited capacity to improve her provision. The childminder states that she works in partnership with the local school when required.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder demonstrates a poor understanding of the ways she can support and complement children's learning and development. She provides few resources and activities for children. As a result, they are not adequately challenged and stimulated during their time spent with her. Older children comment that they sometimes play with a snakes and ladders game. However, children spend the majority of their time watching television or drawing on paper with coloured pens. Young children are particularly quiet and passive in their manner. They do not appear to enjoy their time spent with the childminder. The childminder gathers information from parents about children's interests when they first attend. However, she does not provide play and learning experiences that incorporate their interests. As a result, the childminder does not always meet children's needs, and young children in particular appear unmotivated and uninspired.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has up-to-date documentation available to help her monitor children's skills and abilities.

p.4

Personal development, behaviour and welfare are inadequate

Children occasionally practise their physical skills. They have some opportunities to run around in the childminder's garden. The childminder regularly offers children a drink and something to eat. However, she is reluctant to provide healthy, nutritionally balanced food. This means that children are not encouraged to try healthy food options and they do not develop an awareness of good nutrition. The childminder does not take all necessary steps to prevent the spread of infection and illness. For example, children share the same towel as the childminder's family for drying their hands after washing them. The childminder provides children with some opportunities to make choices, such as when to rest or eat snack.

p.4

Outcomes for children are inadequate

Children are not prepared well for the next stages in their learning. They demonstrate quiet acceptance that they have limited opportunities to be active and engaged in meaningful play. Children are tolerant and respectful of each other and adults.
