This provision is inadequate

n The childminder has failed to make significant improvements since the last inspection. Further weaknesses have been identified in his practice. He has not demonstrated the capacity to make improvements and raise outcomes for children. n The childminder does not have a secure understanding of the procedures to follow should an allegation of harm be made against himself, his assistant or household members. n The childminder does not manage children's behaviour appropriately. He does not help them to understand how to manage their own feelings and share toys effectively. n The childminder has not improved his partnerships with parents to support their child's care and learning. He does not ensure that the needs of all children are met. n The childminder's use of English does not support the well-being and care of children. This also has a significantly negative impact on children's readiness for school.

p.1

This provision is inadequate

n The childminder has not addressed previous breaches of the learning and development requirements. This significantly hinders the progress children make, particularly in their communication, language and social development. n The childminder has a poor understanding of assessment. What the setting needs to do to improve further

Inspection activities n The inspector viewed the areas of the home used for childminding purposes. n The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. n The inspector spoke to the childminder at appropriate times throughout the inspection. n The inspector looked at relevant documentation, such as the childminder's policies and procedures, and evidence of the suitability of adults living at the home.

p.2

Effectiveness of leadership and management is inadequate

The childminder does not evaluate his practice accurately. This has a negative impact on the overall quality of the provision and the childminder's capacity to improve. He has not targeted his professional development to ensure he understands the early years foundation stage and, in particular, the learning and development requirements. As a result, children's outcomes are poor. Safeguarding is ineffective. The childminder does not understand the procedure to follow in the event of an allegation of abuse being made against himself, his assistant or a member of the household. This compromises children's safety. That said, he does know the signs that may indicate that a child is at risk of harm and the procedures he must follow to report such concerns. The childminder ensures he and his assistant update their knowledge of any new safeguarding policies and procedures. He also monitors his assistant's practice by holding regular discussions

and supporting their training. Parents are encouraged to share some information about their child at the time of their admission.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has not extended his skills and knowledge to improve his understanding of the assessments of children's progress and his quality of teaching. Consequently, children still make poor progress in their learning and development. The childminder's assessments are not accurate. He does not use his observations of children's play to plan activities to help narrow any gaps in their individual learning. As a result, children are not provided with challenging activities and do not learn as much as they can. The childminder's interaction with children is poor. When he communicates with children, he does not use these opportunities for children to learn and use English in their play effectively. The childminder responds to the children's questions in their home language and does not encourage them to speak in English.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management and teaching have a significantly negative impact on children's care and well-being. The childminder's understanding of how to manage children's behaviour hinders the progress children make in their personal and social development. He does not help them to learn to share toys and manage their own feelings appropriately. He uses phrases such as 'hey, hey' to manage the situation when children argue over resources and become upset. The childminder does not have effective strategies in place to help parents to support their child's learning at home. This has a negative impact on some children who speak English as an additional language to help them prepare for their transition to school. The childminder has a wide range of toys and there are appropriate opportunities for children to develop their independence. For example, children select toys and resources by themselves and build on their

p.4

Outcomes for children are inadequate

Children make poor progress in their development due to the weaknesses in teaching and assessment. The gaps in children's learning are not quickly identified. The activities presented are mundane and not challenging for children to support all areas of their learning and development. Children do not make sufficient progress in their spoken English in readiness for school. That said, children listen to stories and make marks using a range of resources to support some aspects of their literacy skills.
