This provision is inadequate
n The childminder does not use effective recruitment and vetting processes to ensure the suitability of all assistants working with children. At times, children are left unsupervised with assistants who do not hold a Disclosure and Barring Service (DBS) check and whose suitability has not been checked by Ofsted. This compromises the safety of children. n The childminder has a weak understanding of managing allegations against any person working with children. She does not have a secure understanding of this aspect of her safeguarding policy. n The childminder is operating outside the terms of her registration as a childminder. She is working with three assistants and has not applied to Ofsted to provide childcare on domestic premises. n The childminder does not use the information gained from assessments of children's progress to plan for each child's learning and close gaps in their achievement. n The quality of teaching is weak. The childminder and her assistants do not provide

p.2
Effectiveness of leadership and management is inadequate
Safeguarding is ineffective. The childminder does not know the correct procedures for managing and reporting allegations. This includes notifying the appropriate safeguarding authorities and Ofsted of any allegations made against an adult working with children. The childminder does not implement safe recruitment and vetting procedures. For example, she does not check the suitability of assistants to work with children. She does not ensure that all assistants have a DBS check in place and that their suitability has been checked by Ofsted. During the inspection, an assistant without a DBS check was left to work alone with children. This significantly compromises children's safety and welfare. The serious nature of the safeguarding concerns resulted in a suspension of the provider's registration on the day of the inspection. During the inspection we found the childminder was operating outside the terms of her registration as a childminder. She did

not apply to Ofsted to register as childcare on domestic premises as she is working with three assistants at one time. We discussed this with the childminder and acknowledge that she failed to understand the registration requirements. We are satisfied there was no intent to deceive Ofsted. The childminder and her assistants have a suitable understanding of how to recognise signs of abuse and where to report any concerns about a child's welfare. They have attended some mandatory training, such as paediatric first aid. The childminder has started to develop plans to improve practice and professional development for herself and her assistants. However, this is not yet improving the quality of teaching.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder and her assistants do not support children to make good progress. They do not support younger children to develop their speaking skills and close emerging gaps in their achievement. For example, they do not model language effectively or provide more opportunities for younger children to speak. Teaching is not matched to children's individual needs and activities lack purpose. For example, children, including babies, were asked to complete a craft activity to stick pre-cut paper to decorate a shield for St George's Day. However, assistants were unable to explain what they intended children to learn and failed to ensure a meaningful learning experience for all children. The childminder and her assistants do not adapt or re-shape teaching to meet the needs of children according to their age and stage of development. Activities for children lack purpose and babies do not receive exciting stimulation. The childminder and her

assistants do not provide children with appropriate levels of challenge to help them to make good progress. For instance, interactions with children do not build on what they already know and can do.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management significantly affect children's learning and welfare. Despite this, children appear happy and settled. There are regular opportunities for children to play outdoors and develop some of their physical skills. For instance, older children use climbing apparatus to practise their coordination and increase their strength. However, babies receive less interaction, when outdoors, from assistants and other children. The childminder and her assistants praise children's positive behaviour. Children develop some independence and an understanding of hygiene routines, such as washing their hands before meals and putting their shoes on. The childminder's home is a clean and welcoming environment.
p.3
Outcomes for children are inadequate
The weaknesses in the quality of teaching mean children do not receive sufficient challenge to extend their abilities. Furthermore, the weaknesses in teaching do not support all children to gain the skills they need for their next stage of learning. Some younger children do not make good enough progress, particularly in their speaking skills. However, some older children have good levels of confidence and social skills. For instance, they develop friendships and play cooperatively with their peers.
