Inspection report for children’s home - monitoring visit: SC457175 1 SC457175

p.1

Cambian Childcare Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is owned by a private company. The home is registered to provide care and accommodation for one child who may have emotional and/or behavioural difficulties.

p.1

Information about this children’s home

The registered manager’s post is currently vacant.

p.1

This monitoring visit

This children’s home was judged as declined in effectiveness at the interim inspection on 06 March 2019.

p.1

This monitoring visit

On 16 April 2019, an unannounced monitoring visit took place. The purpose of this monitoring visit was to assess the progress made by the home in meeting a compliance notice issued under section 22A of the Care Standards Act 2000. This related to Regulation 12, the protection of children standard.

p.1

This monitoring visit

At this visit, the inspectors found that the provider had taken steps to improve the risk assessment arrangements to ensure that these important documents reflect the levels of risk and the strategies that staff are to use to reduce the risk further.

p.1

This monitoring visit

The young person’s risk assessment documents have been reviewed and improved to ensure that the young person’s needs are more clearly identified and that strategies are in place to manage these in line with the local authority care plan.

p.1

This monitoring visit

The acting manager has reviewed and revised the local area risk assessment. This safer area assessment further supports the health and safety of a young person living at the home, as staff are better equipped to recognise and respond to Inspection report for children’s home - monitoring visit: SC457175 2 concerns that might arise due to the home’s location.

p.1

This monitoring visit

A comprehensive impact risk assessment has now been introduced, and this includes a reference to the local area risk assessment. This helps to ensure that all potential risks to a young person, based on their presenting needs, are fully considered. As a result, this means only young people whose needs can be met safely will be admitted to the home.

p.2

This monitoring visit

The young person who was living at the home at the time of the interim inspection has now moved. The acting manager has used the improved documents to consider the needs of young people who have been referred to the service and can now show the rationale as to why she has declined to offer a placement.

p.2

This monitoring visit

The staff team’s understanding and response to safeguarding concerns have been enhanced by further advanced-level training in areas of child exploitation and reporting and recording safeguarding concerns. Some staff have also completed training in different approaches to understanding and supporting a young person to feel safer. This training is to be shared with the rest of the team. Advanced-level safeguarding training is also planned for all staff.

p.2

This monitoring visit

The acting manager feels that she has been well supported by the company since taking up this role, following the interim inspection. She has attended group supervisions with other managers, attended management training and has a mentor. Her working hours have been adjusted so that she can fulfil the management role. She will continue to manage the home until the recently appointed manager takes up post in June, following her induction.

p.2

This monitoring visit

Since the last inspection, the staff’s roles and responsibilities with regards to safeguarding practices have been revisited at team meetings and in supervision. However, records do not fully document the depth of discussions or highlight the potential consequences of staff not following policies or the direction of the manager. Similarly, action taken following a member of the public intervening to support staff members has not been recorded. The acting manager recognises this as an area of development and will address these recording shortfalls.

p.2

This monitoring visit

Any regular agency staff working in the home in the future are to be trained in the company’s behaviour management approach and will be expected to follow the company’s policy on restraint.

p.2

This monitoring visit

No further enforcement action is planned. However, a further inspection will take place to review how these improvements are being embedded to improve the quality of care provided. Inspection report for children’s home - monitoring visit: SC457175 3
