p.3

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. The manager, who is also the provider, has failed to follow robust recruitment and vetting procedures. She allows staff whose suitably has not been confirmed to hold management positions and does not attempt to obtain references from the most recent employer for new voluntary staff. She fails to maintain all necessary records relating to staff employment and details of the suitability checks for all those who work on the premises when children are present. The manager does not meet the requirements relating to first aid. She does not ensure that staff have the opportunity to renew their first-aid qualifications before these lapse. This means that at times there is no person on site who holds a current and valid paediatric first-aid certificate who is qualified to respond to emergency first-aid situations. This puts children at significant risk because staff do not have up-to-date knowledge of first-aid procedures. Not all staff

have a secure understanding of the possible signs that a child is at risk of harm and the correct procedures to follow if they have concerns about a child's welfare. This significantly compromises children's safety. Cleaning routines are not effective. Dirt and debris are left to collect in nappy changing areas and children's potties contain dried urine. This means that children's health is significantly compromised. The manager fails to maintain all necessary records relating to children. She does not log the times of children's attendance. This means it is unclear which children are present at any given time. Although the manager offers staff some staff training, she does not provide effective ongoing support and induction so that all staff, including volunteers, are clear about their roles and responsibilities. She fails to ensure that all employed and voluntary staff have all the necessary skills to support children's learning and development well.

p.4

Effectiveness of leadership and management is inadequate

Parent partnerships are weak and few parents know who their child's key person is. Arrangements to inform parents about their child's learning are ineffective. The manager does not recognise, identify or address weaknesses in teaching and practices. This significantly compromises children's care and learning.

p.4

Quality of teaching, learning and assessment is inadequate

The quality of teaching is weak and staff have a very poor understanding of the progress that children make. Staff do very little to plan for children's learning. This means that activities are not matched to children's individual needs or interests to help them to achieve success in their next stage of learning. Staff fail to provide effective support for children with identified needs. During group activities, staff do not consider how to adapt activities for children of different ages and stages of development. Consequently, many children quickly lose interest and are not motivated to learn. Staff do not prioritise children's learning and spend the majority of their time completing unnecessary tasks. This means that children's play is not enhanced and this has a negative impact on their learning experiences. For example, staff do not seek to enhance the play for children who spend much of their time using wheeled vehicles. This also raises the level of noise

in the room, which makes it difficult for staff and children to communicate clearly. This has a negative impact on the progress that children make in their communication and language. Staff do not provide children with daily outdoor learning experiences even though they have access to a large and enclosed outdoor area. This means that staff provide children with a narrow range of learning experiences.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management significantly compromise children's safety and well-being. Children's health is compromised. At times, staff fail to manage children's behaviour effectively. This is because staff do not organise all routines well to ensure that they meet children's needs and interests. Staff remove children from the bicycles they are using in an attempt to make them sit on the carpet to watch a video and then children run away from them, in frustration. Children spend over fifteen minutes pretending to fight with dolls because they do not want to watch the video and have nothing else to do that interests them.

p.5

Outcomes for children are inadequate

Children's learning and development are poor. Poor teaching and weak assessment have a very negative impact on the progress that children make. Children fail to thrive and are not well prepared for the next steps in their learning and starting school.
