Inspection report for children’s home - monitoring visit: SC456800 1 SC456800
p.1
Cambian Childcare Limited
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home is registered to provide care and accommodation for up to two young people who have emotional and/or behavioural difficulties. It is part of a large private organisation. There is now a manager based in this home full time, who intends to submit an application to register with Ofsted.
p.1
Information about this children’s home
At the time of the inspection, one young person was living in the home. The young person spoke with the inspectors about her experience of living in the home.
p.1
This monitoring visit
This children’s home was judged declined in effectiveness at the interim inspection on 28 February 2019. Following this inspection, Ofsted issued the provider with three compliance notices under section 22A of the Care Standards Act 2000. The compliance notices were issued in relation to regulation 12, the protection of children standard, and regulation 13, the leadership and management standard and regulation 14, the care planning standard of the Children’s Homes (England) Regulations 2015.
p.1
This monitoring visit
Ofsted carried out an unannounced visit to the home on 8 April 2019 to monitor the actions that the provider had taken to comply with the notices issued following the last inspection. At this visit it was identified that the provider has taken sufficient action to meet the actions identified in the regulation 12 and 14 compliance notices. The provider had not, however, taken sufficient action to meet the required actions set out in the regulation 13 compliance notice. As a result of this a further compliance notice has been issued under regulation 13, the leadership and management standard.
p.1
This monitoring visit
In terms of the protection of children standard, the provider has updated risk assessments to ensure that there are clear actions for staff to follow to reduce most known risks. Staff know what actions to follow to reduce the young person’s known Inspection report for children’s home - monitoring visit: SC456800 2 risks and significant event records demonstrate that staff take proactive action to ensure that young people are kept safe.
p.1
This monitoring visit
There has been discussion in team meetings about the shortfalls identified at the last inspection, staff’s responsibilities when young people go missing from home and risk assessments. There has also been training in behaviour management, incident report writing and notifications.
p.2
This monitoring visit
In terms of regulation 14, the provider has taken steps to ensure that the actions set out in this notice are met. While there have been no further young people who have come to live in the home, the manager and responsible individual were able to describe the changes that they have made to ensure that young people in the home are suitably matched in the future. The provider has now ensured that young people have the required documents on their case files to ensure that young people receive well-planned care.
p.2
This monitoring visit
The provider has, however, not ensured that the home has sufficient staff to provide continuity of care to each child. There were nine staff used during March 2019 who do not usually work in the home. One sleep-in shift was covered by staff who did not know the young person well. This was during an unsettled period, when the young people was going missing from home. This does not ensure that there is continuity for the young people living in the home or ensure that staff have the required knowledge about the young people to meet their needs and keep them safe.
p.2
This monitoring visit
Shortfalls were identified in the steps that the provider has taken to ensure that staff have the necessary skills, experience and knowledge to meet the needs of the young people living in the home. Staff have yet to receive training in autism spectrum disorder, despite the providers indicating that this would be completed by 7 April 2019. Furthermore, there has been no discussion in team meetings about the child protection policy, despite this being identified as an action that would be completed following the last inspection. This does not ensure that staff are clear about their roles and responsibilities in relation to protecting children.
p.2
This monitoring visit
The manager has not ensured that she uses monitoring systems to make improvements to the quality of care in the home. It was identified in the regulation 44 report dated 21 March 2019 that a risk assessment is required that addresses the young person’s relationship with another young person who no longer lives in the home. This risk assessment was not in place at the time of the monitoring visit, despite this recommendation. This does not demonstrate that the manager takes timely and effective action to address shortfalls identified by external monitoring.
p.2
This monitoring visit
The provider has also failed to demonstrate that it delivers care in line with its statement of purpose and delivers the outcomes as intended. One of the aims in the home’s statement of purpose is that young people will be ‘supported towards independence in the community for safer re-integration (e.g. into foster care or home or long-term independence’. One young person has recently moved out of the home in an unplanned way to a secure unit, following a period of being missing, as Inspection report for children’s home - monitoring visit: SC456800 3 staff were unable to keep her safe.
p.2
This monitoring visit
Further requirements are made at this inspection regarding young people’s transitions out of the home, a lack of current education plans for young people and the fact that staff rosters do not include sufficient detail about staff who do not normally work there working in the home, or include the hours that the manager has worked.
p.3
This monitoring visit
A further unannounced inspection will take place to continue to monitor the quality of care provided.
