p.2
Effectiveness of leadership and management is inadequate
Safeguarding is ineffective. The childminder does not understand the procedures to follow to help promote children's safety and well-being. She does not know the correct procedures to follow in the event of an allegation being made, to ensure that the required suitability checks can be carried out by relevant agencies. This puts children at significant risk. In addition, the childminder has also failed to notify Ofsted of significant changes to her childminding service. For instance, she has not informed Ofsted of the household members who are helping to care for children so that full checks can be completed to confirm all adults' suitability to care for children. In addition, she does not keep required records, for example of accidents, children's attendance and information about children to help maintain children's safety and welfare. The childminder's self- evaluation processes are ineffective. She seeks the views of parents but does not act on
p.4
Effectiveness of leadership and management is inadequate
the advice of other professionals, such as when set actions to improve by Ofsted. She does not demonstrate the capacity to improve sufficiently so that she meets requirements. The childminder does not keep a written policy to follow for complaints so this can be shared with others, such as parents. The childminder has adequately completed some training, such as for paediatric first aid, to ensure her qualification does not lapse.
p.4
Quality of teaching, learning and assessment is inadequate
The quality of teaching is weak. The childminder does not plan routines or activities effectively to help challenge children and extend their development. For instance, during children's sleep time, children who do not want to sleep are told to sit quietly and are not given anything to play with or do for prolonged periods. Children are left to occupy themselves with little interaction from the adults caring for them. This has a significant impact on children's opportunities to learn and develop the skills needed for their future learning. Children's communication and social skills are not supported. For example, the childminder and the other adults caring for children use very little language to engage children and encourage conversation. The childminder knows some things children are able to do, and plans some suitable experiences for children, such as singing rhymes. However, her assessments of children are not detailed enough help her plan effective

opportunities to support children's play and ensure they make good progress.
p.4
Personal development, behaviour and welfare are inadequate
The childminder does not ensure the welfare of children. Risk assessments are not rigorous to assure children's safety. For instance, there are hazardous objects in the bathroom, including a bottle of disinfectant and an electric hair trimmer, within children's reach. Children are sometimes left alone, for example, when they use the toilet and have unsupervised access to hazards, putting them at risk of harm. The childminder does not organise the setting well to ensure all children who attend have appropriate space to move around and play. There is little space for activities and the toys provided do not stimulate and excite children. Children frequently become bored and disengaged. However, children behave well. They follow routines and are aware of the childminder's expectations.
p.4
Outcomes for children are inadequate
Most children do not make sufficient progress and are not challenged effectively in their learning. The childminder's poor interactions do not help to prepare children for the next stage of their development. For instance, children do not learn to interact or make relationships with others. However, some children are happy to join in with rhymes and explore some toys by themselves.
