p.1

This provision is inadequate

n The manager does not use risk assessment adequately to help to identify, minimise or remove potential hazards to children. n The temperature within the nursery is too cold. Conversely, when the heating system is operating, the radiators are too hot to touch and are within reach of children. n The quality of teaching is poor. Leaders do not check the quality of staff's teaching skills to enable areas for improvement to be identified. Children's transitions within the nursery are not managed well. n The manager does not monitor children's progress. In addition, planning is broad and does not match precisely to children's individual next steps in learning. n Some staff do not support children to become confident in their own abilities and develop high levels of self-esteem. n Procedures for monitoring and evaluating the nursery, including keeping children safe, are inadequate. n Throughout the day, children are distracted from listening to, and concentrating on,

adult-led activities due to routines and other activities taking place in the same vicinity. n Group activities are not consistently managed effectively to engage younger children and extend their learning.

p.1

It has the following strengths

n Children have plenty of opportunities to enjoy and benefit from fresh air and exercise. They benefit from a range of activities outdoors. n Parents comments are positive. They say that their children are happy at the nursery. n The setting has good links with the local community. Children benefit from lots of opportunities to visit the local care home.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and Childcare Register the provider must: Due date ensure that effective risk assessments are undertaken so that hazards to children are minimised or removed, in particular with regard to the hot portable oven and the risk from hot radiators 18/02/2019

n support children to be confident in their own abilities and develop high levels of self- esteem n use self-evaluation more effectively to identify areas for improvement to improve outcomes for children and keep them safe n enable children to listen and concentrate without distraction during adult-led activities n review the organisation of whole-group activities so that younger children are able to participate more fully.

p.2

What the setting needs to do to improve further

Inspection activities n The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning. The inspector carried out a joint observation with the nursery manager and the owner of the nursery. n The inspector spoke with staff and children at appropriate times during the inspection. n The inspector held meetings with the nursery manager and nursery owner. She spoke to parents during the inspection and took account of their views. n The inspector looked at children's assessment records, planning documentation and a range of other documentation, including accident records and risk assessments. She discussed the nursery's self-evaluation with the manager.

p.2

Effectiveness of leadership and management is inadequate

The arrangements for safeguarding are not effective. The manager does not ensure that effective risk assessments are undertaken so that hazards to children are minimised or removed. For example, hot radiators and a hot portable oven are within easy reach of children. The owner does not ensure that the manager and staff receive training, supervision and coaching to improve the overall quality of teaching and the assessment of children's learning. The manager does not monitor the children's learning effectively. For example, she has failed to identify that some staff are unaware of children's next steps, particularly when they move from one room to another as they get older. This means that she is unable to identify any gaps in children's learning and provide swift intervention if necessary. She does not use evaluation well enough to identify and address weaknesses in practice. That said, the manager and staff have a suitable

knowledge of the potential signs of abuse and neglect. They know the procedures they have to follow in the event of a concern about a child's welfare. The manager has suitable recruitment procedures to help to ensure the suitability of staff working with children.

p.4

Quality of teaching, learning and assessment is inadequate

Overall, teaching practice is poor. Although staff are qualified, this does not have a positive impact on children's learning. In the pre-school the organisation of adult-led activities means that children's listening and concentration skills are not effectively promoted. For example, staff organise two separate group activities in close proximity of each other. The noise levels are high from each group and this distracts children from listening and concentrating in either group. This is compounded further by staff shouting across the room to organise the children for lunch. Later, staff gather all the children in the group together in one small area. Some children who are seated outside of the area cannot hear or see the member of staff leading the activity. Staff fail to recognise that several children have lost interest in the activity and repeatedly ask them to sit down, keep still or turn around, rather than adapting their teaching to meet children's needs.

p.4

Quality of teaching, learning and assessment is inadequate

Staff unnecessarily use the exit door in the adjoining room to access the garden. This procedure frequently disrupts activities for the children in that room during these times. Staff do not have a suitable understanding of how children learn. For example, a member of staff selects a group of children and instructs them to sit down to write their name. She provides a blank piece of paper and a pencil for each child. A child starts to make marks, appropriate to his age and current stage of development. The child is told, 'that is not writing your name'. The child is told several times that they are not writing their name and to 'write it properly'. The member of staff is clearly not aware of the child's abilities or the steps children take prior to writing recognisable letters. This does not motivate children to learn or help them to build confidence in their abilities. Planned activities do not take into account each individual child's next stage of learning. This

does not support children to make good progress.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management compromise children's safety and welfare. For example, the heating was not operating effectively on the day of the inspection. Children complained of being cold and staff report that this is a regular occurrence. Staff do not promote children's self-esteem and confidence. For example, they insensitively highlight to children where they have not achieved the goal set by the staff, rather than acknowledge the effort and work completed by the children. However, children behave well. They are polite to each other and are happy to take turns and share.

p.4

Outcomes for children are inadequate

Children do not receive the support they need to make good progress in their learning. They do not receive the support they need to help them to be confident, motivated individuals with an eagerness to learn. This means that they do not gain the key skills and attitudes they need for their next stage of learning, including their move on to school.
