p.1
Cambian Childcare Limited
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This children’s home is owned by private provider. It is registered to provide care and accommodation for up to two children who may have emotional and behavioural difficulties.
p.1
Information about this children’s home
The registered manager is not in operation in the home.
p.1
This monitoring visit
This children’s home was judged declined in effectiveness at the interim inspection on 17 January 2019. Following this inspection, Ofsted issued the provider with two compliance notices under section 22A of the Care Standards Act 2000. The compliance notices were issued in relation to regulation 12, the protection of children standard, and regulation 13, the leadership and management standard, of the Children’s Homes (England) Regulations 2015.
p.1
This monitoring visit
Ofsted carried out an unannounced visit to the home on 19 February 2019 to monitor the actions that the provider had taken to comply with the notices. At that visit it was identified that the provider had not taken sufficient action to meet the two compliance notices issued following the last interim inspection. As a result, two further compliance notices were issued in relation to regulation 12, the protection of children standard, and regulation 13, the leadership and management standard. Ofsted carried out a further unannounced visit to the home on 11 March 2019 and found that the provider had taken sufficient action to ensure that these notices were met.
p.1
This monitoring visit
The protection of children notices required the provider to ensure that staff can identify risks and take effective action to reduce the risk of harm. They also required the provider to ensure that staff read and understand the young person’s risk assessments and can manage the young person’s known risks of going missing and challenging behaviour. There is good evidence that the provider has taken appropriate action to meet the Inspection report for children’s home – monitoring visit: SC457506 2 required steps in the notice. The manager has implemented a system to ensure that staff read and understand the young person’s risk assessments. In addition, risk management, missing from home procedures and behaviour management were covered in depth during a team meeting on 27 February 2019. As a result, the staff spoken with during the visit understood the young person’s known risks and the actions that they were expected to take to reduce these risks.
p.1
This monitoring visit
A further shortfall was identified, however, as the young person has been smoking in his bedroom and staff had not noticed this. Consequently, they had not acted to address this behaviour or the risks that this poses to young people and staff. A further requirement was made to address this issue. The manager acknowledged this shortfall during the visit and agreed to take immediate action to address it.
p.2
This monitoring visit
The leadership and management compliance notice required the provider to ensure that there is a manager in day-to-day charge of the home and that there are clear arrangements in place to maintain effective management when the manager is absent, off duty or on leave. There is now an acting manager in the home, who intends to apply to register with Ofsted. This manager is in charge of just this home and, as such, has a day-to-day presence in the home which has ensured better managerial oversight of staff practice. Furthermore, there has been an increased senior management presence in the home. As a result, during the monitoring visit there was evidence of increased managerial oversight of case records and staff practice.
p.2
This monitoring visit
The provider has taken steps to ensure that staff are equipped with the experience, qualifications and skills to meet the needs of the young person. The manager ensures that inexperienced staff do not work alone with the young person, and there has been a wide range of training provided to staff, including training in safeguarding and behaviour management. The provider has put in place strategies to ensure staff’s understanding of this training.
p.2
This monitoring visit
The home is now staffed by a more stable staff team, and there have been no staff changes since the last visit. This has provided more stability for the young person and given the young person the opportunity to start to develop relationships with the staff team. As a result, the young person is now more settled, and the home is providing care in line with its Statement of Purpose.
p.2
This monitoring visit
The restriction notice remains in place and a further requirement was made at this monitoring visit. A further unannounced inspection will take place to continue to monitor the quality of care provided. Inspection report for children’s home – monitoring visit: SC457506 3
