Inspection report children’s home: SC456798 1 SC456798 Registered provider: Cambian Childcare Limited Interim inspection Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is registered to provide care and accommodation for one child who has emotional and behavioural difficulties. The home is part of a large private organisation.

p.1

Information about this children’s home

There is a registered manager in post who was registered with Ofsted on 4 September 2018.

p.1

Information about this children’s home

Date of last inspection: 12 December 2018

p.1

Information about this children’s home

Enforcement action since last inspection: none

p.1

and young people since the most recent full inspection

This home was judged good at the last full inspection.

p.1

and young people since the most recent full inspection

At the interim inspection, Ofsted judges that it has declined in effectiveness.

p.1

and young people since the most recent full inspection

There has been an unsettled period in this home since the last inspection. The registered manager manages another home within the organisation and has been working shifts to cover for staff shortages. This prevents her from having the necessary time to lead and manage this home effectively and has contributed to a decline in its effectiveness since the last inspection. Furthermore, there is a lack of clarity about the arrangements for management cover of the home when the manager is absent. This has led to a lack of management oversight of staff practice.

p.1

and young people since the most recent full inspection

There has been a decline in the young person’s educational progress since the young person was admitted to this home. The young person was being educated out of school Inspection report children’s home: SC456798 2 during this inspection. When the young person is not in education, staff do not provide structure during the day or provide opportunities for the young person to learn informally.

p.1

and young people since the most recent full inspection

Staff ensure that the young person has risk assessments in place for all known risks and vulnerabilities. Staff understand what action they are required to take to reduce known risks. Staff are proactive when the young person goes missing from home. They search for the young person extensively and follow the correct procedures by reporting her missing to the police. Despite this, the young person’s risk-taking behaviour is increasing. For example, there is an increase in the young person going missing, becoming involved in substance misuse and police involvement regarding the herbehaviour.

p.2

and young people since the most recent full inspection

Records of significant events do not always demonstrate that staff have followed the actions identified in the young person’s risk assessments to keep the young person safe. For example, staff do not consistently record that they have monitored the young person in line with the risk assessments when the young person has returned to the home under the influence of alcohol. A lack of management oversight of significant events means that this was not identified and addressed by managers. The manager does not ensure that the home is providing care in line with its Statement of Purpose. There is limited evidence of any input from the organisation’s therapists to support the young person or support the staff with strategies to manage this young person’s behaviour, despite this being the expectation of the placing authority.

p.2

and young people since the most recent full inspection

Staff do not ensure that broken furniture is repaired promptly in the home. Furthermore, there is graffiti on the walls in the living room and young person’s bedroom, and this has not been painted over. This does not create a homely, welcoming environment for the young person to live in.

p.2

and young people since the most recent full inspection

Staff do not receive regular supervision in line with the company’s policy. This does not ensure that staff are supported sufficiently in their roles or monitored effectively to ensure good practice.

p.2

and young people since the most recent full inspection

The manager ensures that staff are all up to date with their mandatory training. However, the manager also needs to ensure that all staff access training for the specific needs of the young person in the home, such as substance misuse.

p.2

and young people since the most recent full inspection

The registered manager has not addressed one of the recommendations made at the last inspection. The Statement of Purpose does not reflect the staff team accurately, nor are revisions sent to Ofsted as required. Consequently, the regulatory body cannot be assured that the young person is being cared for by a staff team that has the skills, knowledge and qualifications to meet the young person’s needs.

p.2

and young people since the most recent full inspection

Staff communicate well with professionals, such as the police and local child sexual exploitation services. Professionals are complimentary about how staff work with them to support the young person to stay safe. However, this work has not been effective in reducing the young person’s risk-taking behaviours. Inspection report children’s home: SC456798 3

p.5

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the difference made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
