Inspection report children‟s home: SC456474 1 SC456474 Registered provider: Cambian Childcare Limited Interim inspection Inspected under the social care common inspection framework

p.1

Information about this children’s home

This is a privately run children‟s home which provides care and accommodation for up to six children and young people who may have complex emotional and/or behavioural needs. The experienced registered manager has managed this home since 2013.

p.1

Information about this children’s home

Enforcement action since last inspection: none

p.1

and young people since the most recent full inspection

This home was judged good at the last full inspection. At the interim inspection, Ofsted judges that it has sustained effectiveness.

p.1

and young people since the most recent full inspection

The children and young people are making progress, and this is having a positive impact on their outcomes and behaviours. One child is implementing learning from their anger- management course, and other children have not been involved in anti-social or criminal behaviours since moving into the home. Another child has not been missing since he came to live at the home. This is progress, given the child‟s previous missing behaviours. When significant incidents have occurred, the manager has notified the regulator, but some of these notifications have not been timely and have lacked detail.

p.1

and young people since the most recent full inspection

The children and young people are reluctant to engage in education. However, the staff are exploring the barriers to their learning, and incentives have been implemented. However, these strategies remain ineffective. The manager is liaising with professionals to address the children and young people‟s lack of engagement and to create some Inspection report children‟s home: SC456474 2 resolve.

p.1

and young people since the most recent full inspection

The staff encourage the children and young people to express their wishes and feelings. The manager advocates for the children and young people to ensure that they receive prompt access to services that they are entitled to and to promote their well-being. The in-house clinicians looked at the impact of further placement moves on one child. This has had a significant impact on the local authority‟s decision for him to remain in his current placement. Another child has been supported to raise a complaint about the number of social workers that have been involved in his care plan. However, the children‟s files are not updated with their current care plans and the children-in-care review documents.

p.2

and young people since the most recent full inspection

The children and young people are protected from harm as the staff implement clear safeguarding practices. When disclosures or complaints are raised, they are responded to and investigated to maintain the protection of the children and young people. The manager works in partnership with other agencies to maintain the safety of the children and young people. Good information sharing has led to a „child abduction notice‟ being served on an adult who poses risk of significant concern.

p.2

and young people since the most recent full inspection

The children and young people‟s admissions into the home are undertaken in a manner that helps to minimise risk and negative impact on all. Lessons have been learned and developments made to the admissions process to address the negative impact that some placements have had. The manager is clear about the risks they can safely manage and is aware of the potential impact on children and young people from the known risks in the community. The children and young people‟s transitions from the home are usually well planned. Furthermore, when the manager identifies that a child or young person cannot be kept safe, immediate transition plans are created.

p.2

and young people since the most recent full inspection

The staff are committed to improving peer relationships between the children and young people who are living in the home. The children and young people have displayed verbal and physical aggression to one another. The staff are vigilant, and supervision of the children and young people remains high to prevent altercations. However, the children and young people would benefit from key-working/direct work to help them to better understand the impact of negative relationships, including bullying.

p.2

and young people since the most recent full inspection

The home is being redecorated. There is damage to some of the furnishings in the home, which has a negative impact on the presentation of the home.

p.2

and young people since the most recent full inspection

The manager is aware of the strengths and required developments for the home. There have been developments against the requirement and recommendations set at the last full inspection. The manager is aware that although she has a stable staff team, some of the staff have not gained the required level 3 diploma qualification in the allotted timeframe.

Statutory requirements

This section sets out the actions that the registered person must take to meet the Care Standards Act 2000, Children‟s Homes (England) Regulations 2015 and the „Guide to the children‟s homes regulations including the quality standards‟. The registered person must comply within the given timescales.

p.3

Requirements Due date

For the purposes of paragraph (3)(b), an individual who works in the home in a care role has the appropriate qualification if, by the relevant date, the individual has attained— the Level 3 Diploma for Residential Childcare (England) (“the Level 3 Diploma”); or a qualification which the registered person considers to be equivalent to the Level 3 Diploma. The relevant date is— in the case of an individual who starts working in a care role in a home after 1st April 2014, the date which falls 2 years after the date on which the individual started working in a care role in a home; or in the case of an individual who was working in a care role in a home on 1st April 2014, 1st April 2016. (Regulation 32 (4)(a)(b)(5)(a)(b)) 10/05/2019

p.3

Requirements Due date

A notification made under this regulation— must include details of— the matter; the other persons, bodies or organisations (if any) who or which have been notified; and any actions taken by the registered person as a result of the matter; must be made or confirmed in writing. (Regulation 40 (5)(a)(i)(ii)(iii)(b)) 10/05/2019

p.3

Requirements Due date

In particular, the standard in paragraph (1) requires the registered person to ensure— that staff— understand and communicate to children that bullying is unacceptable; and that each child is encouraged to build and maintain positive relationships with others. (Regulation 11 (1)(a)(b)(c)(2)(a)(xii)(b))

Recommendations

 For children‟s homes to be nurturing and supportive environments that meet the needs of their children, they will, in most cases, be homely, domestic environments. Children‟s homes must comply with relevant health and safety legislations (alarms, food hygiene etc.); however, in doing so, homes should seek as far as possible to maintain a domestic rather than „institutional‟ impression („Guide to the children‟s homes regulations including the quality standards‟, page 15, paragraph 3.9). This is with particular reference to the ripped sofas in the home.  Children should be in full-time education whilst they are of compulsory school age, unless their personal education plan contained within the care plan or other relevant plan states otherwise. The home must aim to support full-time attendance at school unless the child‟s relevant plan indicates this is not in their best interests („Guide to the children‟s homes regulations including the quality

Recommendations

standards‟, page 28, paragraph 5.14). In particular, the manager needs to reflect on current strategies and implement further reviewed disruption and incentive techniques to affect positive change.  Where the placing authority or another relevant person does not provide the input and services needed to meet a child‟s needs during their time in the home or in preparation for leaving the home, the home must challenge them to meet the child‟s needs (see regulation 5(c)). Staff should act as champions for their children, expecting nothing less than a good parent would. The registered person should consider the use of an independent advocate (see paragraph 4.16) if the child‟s needs are not being met („Guide to the children‟s homes regulations including the quality standards‟, page 12, paragraph 2.8). In particular, ensure that the children and young people‟s files are updated with their current local authority care plans and the children-in-care review documents.

p.4

Information about this inspection

Inspection report children‟s home: SC456474 5 Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children‟s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
