p.1

This provision is inadequate

n The childminder has not ensured that her assistant understands safeguarding. The childminder's assistant does not have sufficient knowledge of the signs of abuse or the procedures to follow should she have a concern. She does not know what to do if there was an allegation against a person living or working on the premises. As a result, the childminder's assistant may not identify and report concerns to child protection agencies to keep children safe from harm. n The childminder does not support her assistant effectively. She has not identified areas in her assistant's practice that need development. The childminder has not put in place relevant training to ensure her assistant understands their role and responsibilities.

p.1

It has the following strengths

n The childminder supports young children's progress with their speech and understanding of English well. She explains what children are doing when they play and introduces new words. Young children make good progress with their communication and language. They understand simple instructions and can explain past events in the correct order. n The childminder is a good role model. She says 'thank you' when children help her tidy up. She reminds children to use their manners and to take turns. Young children are starting to share toys with others.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action: We will issue a Welfare Requirements Notice requiring the provider to: Due date provide appropriate supervision, coaching and support for any assistant to ensure their ongoing professional development, to safeguard children and meet their learning and development needs well 10/04/2019

p.2

What the setting needs to do to improve further

ensure assistants understand the signs of abuse and the procedures to follow should they have a concern about a child's welfare or if an allegation is made against a person working or living on the premises. 10/04/2019

p.2

What the setting needs to do to improve further

Inspection activities n The inspector observed the quality of teaching, during activities indoors and outdoors, and assessed the impact this has on children's learning. n The inspector held discussions with the childminder about safeguarding, how she evaluates her practice, support in place for her assistant, children's progress and communication with parents. n The inspector looked at relevant documentation, including records of attendance, qualification certificates, assessments of children's learning, policies and procedures. n The inspector spoke to the childminder's assistant regarding their knowledge of safeguarding. n The inspector spoke to a number of parents during the inspection about their views on the quality of care and the information shared with them by the childminder.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. The childminder has not made sure that her assistant has enough knowledge of child protection. She does not review her own or her assistant's practice to identify areas that require support to improve quality. The childminder does not find relevant training that will develop her practice. She has not taken steps to address all actions raised at her last inspection. The childminder's assistant holds a childcare qualification but she has not kept her learning from this course up to date. In particular, her understanding of safeguarding is poor, and she has not had training on this topic for some time. The childminder supervises children well, keeping them safe from risk of injury in the setting.

p.3

Quality of teaching, learning and assessment is good

The childminder completes accurate assessments of children's development, using what she sees at the setting, and asks parents about what children can do at home. Parents are happy with the care the childminder provides. They like that the childminder knows the children's strengths and lets children know when they have done well. The childminder considers children's interests and the next steps in each child's learning when planning activities. She challenges young children to match two cards that are the same colour. She praises children when they have a go, even if they are not successful. Children want to try new things and learn. The childminder encourages children to think using her knowledge of what children can do. She asks a child to find the picture of a pea when trying to find a match for a green card. The childminder embeds children's learning by telling the child they found the matching green card.

p.3

Personal development, behaviour and welfare are inadequate

The childminder does not keep children safe as she has not made sure that her assistant knows what to do if they had a concern about a child's welfare. The childminder helps children understand the routine for each day. She gives children five minutes notice of when they need to tidy up before lunch. Children behave well. They follow the childminder's requests, for example to wash their hands before they eat or go for a nappy change. The childminder has built secure bonds with children. She speaks to babies using kind tones as she smiles. Babies respond with big grins. They babble happily and wave their arms with joy to songs. The childminder provides a wide range of resources that children can access. She keeps the room and equipment clean and makes sure there is space for young children to move around safely.

p.3

Outcomes for children are good

The childminder supports children to make good progress from their starting points. She helps young children develop their speech and knowledge of the world well. The childminder sings and performs the actions to songs such as 'Head, shoulders, knees and toes'. She asks if children can do this as fast as they can. Young children giggle as they sing and point to the correct parts of their bodies as quickly as they can. Children are at a typical stage of development for their age. The childminder teaches children skills that they require for school. Young children are able to put on their own shoes and use all their strength to pull up the zip on their coat to the top slowly.
