This provision is inadequate

n The arrangements for safeguarding, including recruitment, are ineffective. The systems to check all new staff are suitable to work with children are poor. Newly recruited staff have started without proof of having Disclosure and Barring Service (DBS) checks carried out on them. This puts children's welfare at risk. n The provider fails to employ a suitable manager or monitor the quality of the provision. She does not identify weaknesses in practice or understand how to improve practice. This has a significant impact on the quality of care and education offered to children. n Staff do not understand the safeguarding policy, and they do not have an up-to-date knowledge of safeguarding procedures. Staff do not understand wider safeguarding issues such as preventing children from the risk of extreme views and ideology. This compromises children's well-being. n The provider does not ensure that staff have a secure understanding of how to manage

p.3

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. Staff do not have a secure understanding of safeguarding issues. They do not know how to recognise signs of abuse or how to report any concerns to external agencies. In addition, they do not know how to recognise if a child is at risk of extreme views and ideas. The provider fails to follow robust recruitment procedures and ensure all staff hold current DBS checks. This does not ensure the welfare of children. The systems in place for monitoring staff performance are ineffective. For example, managers are not suitable to carry out their roles and responsibilities and therefore staff are not supported, resulting in poor practice. Risk assessments are not robust and there are significant hazards such as splintered wood on radiator covers and large gaps in the covers. Staff open the front door without being able to see who is behind it. Therefore, children's safety is compromised.

p.5

Quality of teaching, learning and assessment is inadequate

The quality of teaching and learning is inadequate. Staff do not know how to assess children's on entry levels of development. They do not carry out regular observations and assessments or plan for children's next steps in their learning. Staff fail to provide a stimulating learning environment, all of which hinders children's progress and learning outcomes. Staff interact with children positively and support their emotional well-being.

p.5

Personal development, behaviour and welfare are inadequate

The significant weaknesses in safeguarding and teaching mean that children's safety and well-being are not assured. Staff do not use appropriate hygiene practices to help teach children about good self-care skills. For example, staff use the same bowl of water to wash each child's hands before eating. The key-person system is ineffective. For instance, children are not always allocated a key-person and there is confusion about which member of staff is allocated to which child. Parents are unaware of their child's key-person. As a result, children's care needs are not tailored to meet their individual needs. Children enjoy healthy food and pick up social skills when eating with others.

p.5

Outcomes for children are inadequate

Children are not well prepared for their next stage in learning. The progress of children is not sufficiently monitored due to the weakness in assessment. Therefore, there is no evidence of children's starting points and progress. This means that staff do not know how to encourage children's learning. Expectations for children are not high enough. As a result, outcomes for children are not good.
