Inspection activities n This inspection was carried out because of a risk assessment, following information Ofsted received about this provider. n The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. n The inspector viewed all areas of the premises used for childminding. n The inspector spoke with the childminder, her assistant and the children, at appropriate times during the inspection. n The inspector looked at some documentation, including information about planning for children's learning and children's records. n The inspector spoke to a number of parents during the inspection and took account of their views.

p.3

Effectiveness of leadership and management is inadequate

The arrangements for safeguarding are not effective. The childminder has failed to notify Ofsted when she has employed new assistants. As a result, adults whose suitability has not been checked, have unsupervised access to children. The childminder has not followed effective recruitment procedures or ensured assistants, working in the setting, are adequately trained or inducted. The childminder can recognise signs and symptoms of abuse. However, she has not ensured that those working with her have a secure understanding of child protection or that procedures are readily available to refer to or follow. The childminder is unable to demonstrate that she has up-to-date certificates, such as public liability insurance, or that she maintains all required records. This is because these are kept off site and are not easily accessible or available for inspection. Security arrangements are weak. Despite there being a lock on the main door, this is not

engaged. Risk assessments are not effective. Light switches and low-level sockets in the entrance hall are partly installed and the lock on the kitchen door is broken. Liquid floor sealant and tools, some of which pose a significant hazard to children, have been left out in areas, close to where children get ready to go outside. Nevertheless, partnerships with parents are strong. The childminder provides a broad range of information to parents when they first start and keeps parents well informed about their children's care and learning.

p.4

Quality of teaching, learning and assessment requires improvement

The childminder follows a specific educational approach with the children and is in receipt of an exemption from adhering to some of the learning and development requirements, including those for reading and writing. The childminder has started to make some observations of children's achievements, but does not use these to shape learning experiences effectively for each child. Nevertheless, she provides a calm and welcoming environment for the children, where they use a broad range of natural materials to create their own play. The childminder works very closely with the children. She guides them, using gentle songs, rhymes and explanations during adult-led activities. This supports their overall learning and in particular, their listening and speaking skills. They learn about the natural world, engage in baking, painting and craft activities, and learn to keep themselves safe during outdoor activities.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management impact on the judgement for children's welfare. Nevertheless, children enjoy their time with the childminder and the opportunities she provides for them to explore using their imagination and curiosity. The childminder and her assistant are good role models and, as a result, children are polite and show respect for each other. Some firm friendships are made. Children show good levels of independence as they work with others to tidy away toys, put on their outdoor clothes and use the toilet. Children delight when they are chosen to be the special helper at group times and show high levels of self-esteem. Children learn about good table manners and how to use cutlery appropriately, as they enjoy healthy home-made porridge and stewed apple. Children have daily access to the outdoors, where they enjoy fresh air and exercise as they explore and play in the natural environment.

p.4

Outcomes for children require improvement

Weaknesses in observation do not effectively support children to make good progress. Nevertheless, they are learning some key skills in readiness for their next stage in learning. Children show complete concentration and carefully listen, as the childminder adeptly acts out the story of the 'Pancake Man', using a range of miniature props. Children join in with familiar rhymes and songs and speak and share their ideas with confidence. They use their imaginations well, and show good physical skills, as some pretend to be horses and work cooperatively to pull their friends round in the outdoor wooden cart.
