p.4
Effectiveness of leadership and management is inadequate
Safeguarding is not effective. The childminder is not up to date with current child protection legislation. Furthermore, the childminder demonstrates a significant weakness in her ability to identify risks and implement effective procedures to protect the children in her care. For example, the childminder leaves very young children unsupervised, out of sight and hearing distance in the playroom while she completes daily tasks around the premises. This puts children at significant risk, as they have unsupervised and easy access to small parts and play equipment which are choking hazards. Furthermore, the childminder leaves children unsupervised in waiting rooms while she attends appointments. The childminder does not reinforce expectations of behaviour effectively to help keep children safe. For example, she does not supervise children appropriately when putting them into the car. This significantly compromises children's safety as they

have easy access to a busy road. The childminder does not have the necessary public liability and car insurance in place. She does not ensure the vehicles she uses are maintained and in good repair. For example, young children can easily open the car doors from inside of the vehicle. In addition, children's car seats are not fitted into the vehicle correctly. This leaves children at significant risk of harm in the event of a road traffic accident. The childminder does not ensure the necessary suitability checks are in places for all adults who have regular access to children on the premises. She does not keep the relevant agencies up to date with any changes to the adults who live on the premises. Furthermore, the childminder does not keep a written record of any complaints and their outcome, to ensure the necessary information is made available for those who require access to this. Self-evaluation is not effective. The childminder does

not identify and address key weaknesses in her practice. The childminder does not monitor her assistants' performance to ensure they receive targeted professional development plans and regular support, to help them to provide quality learning opportunities for children.
p.5
Quality of teaching, learning and assessment is inadequate
Partnerships with parents are not effective. The childminder does not gather key information from parents about their children when they first start at the setting. This means children do not receive the individual support they need in their learning from the earliest point. Furthermore, the childminder does not accurately observe and assess children's learning, according to their stage of development. The childminder does not monitor children's progress well enough in order to identify any gaps in their learning. As a result, the childminder does not plan activities focused on what children need to learn next. That said, the childminder interacts well with the children as they play.
p.5
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management have a significant impact on children's health, safety and welfare. The childminder does not consistently monitor and record children's attendance accurately. This has the potential to put children at risk of being unaccounted for. The childminder does not have the necessary safety procedures or equipment in place to help deal with any emergencies. For example, the childminder does not have a fire blanket to help control a fire in the kitchen. Emergency evacuation routes are not free of obstacles and do not always have quick or easy access to open doors. The childminder does not replenish the contents of her first-aid kit after children use these during play. The childminder does not take a first-aid kit with her on outings or in the vehicle she uses. The childminder does not collect information about a child and their parents and carers, which might help to assist her or any medical professionals in

the event of a serious accident, injury or if a child becomes unwell at the setting. She does not consistently obtain written permission from parents to access medical attention and administer first aid to a child. That said, children develop appropriate social skills from the outings they take in the local area. The childminder ensures children have easy access to drinking water throughout the day. Children enjoy taking part in physical play.
p.6
Outcomes for children are inadequate
Children do not make the progress which they are capable of making. Children do not have access to well planned and organised play equipment and activities. As a result, children's individual learning needs are not supported and not as well prepared for their next stage of learning and the eventual move to school. That said, children visit the local dentist and learn about the different people who help us. Children learn how to brush their teeth and take care of their oral hygiene.
