This provision is inadequate
n The childminder has a weak understanding of her own safeguarding policy. She is not aware of the correct procedures to follow for reporting allegations of abuse made against herself or a household member. n The childminder has failed to take the necessary steps to supervise children adequately. Children were found to be left unattended while the childminder was occupied in a different part of the house. This places them at significant risk of harm. n The premises are not secure. Children were able to open the main front door of the property to the inspector and were left unsupervised for several minutes. This compromised their safety and welfare. n The childminder does not undertake thorough checks to minimise and remove hazards in the home. Children are exposed to unnecessary risks in the environment, such as cleaning material and an excessive amount of items stacked up high. This poses a significant risk to children from tripping over items and getting injured.
p.1
This provision is inadequate
n The premises are disorganised and untidy. The childminder has failed to maintain a suitable environment for children to play and explore safely. The standards of cleanliness and hygiene are poor. n The childminder does not provide a broad range of learning opportunities. Planning is weak, and some activities are repetitive. Children do not engage well in their play and lose interest quickly. They do not make the progress of which they are capable.
p.1
It has the following strengths
n The childminder maintains suitable communication with parents and provides them with feedback about their children's daily experiences. n Children receive praise and encouragement from the childminder for their achievements.

What the setting needs to do to improve further
Inspection activities n The inspector had a tour of the premises. n The inspector observed the quality of teaching and impact this has on children's learning. n The inspector held a meeting with the childminder and spoke to an assistant, children and parents. n The inspector sampled a range of documentation, including children's learning records and safeguarding procedures. n The inspection was carried out following Ofsted's risk assessment process.
p.2
Effectiveness of leadership and management is inadequate
Safeguarding is ineffective. The childminder does not know the correct procedures for reporting allegations of abuse made against herself or a household member. She has a poor understanding of her role in keeping children safe from harm. Upon arrival to the setting, the inspector was met by the children, who opened the main front door in the childminder's absence. They were left unattended at this time for several minutes, while the inspector tried to establish the childminder's whereabouts. The childminder arrived flustered at the door after 10 minutes. It was later established that she was in another part of the house where building work is currently taking place. This raises significant concerns about the supervision of children in her care. Additionally, the inspector found the premises to be unclean and untidy with furniture stacked unsafely. There was clothing on the floor and children were exposed to dirty dishes and food left out on

unclean surfaces. The childminder has failed to minimise risks by removing hazards and maintaining a safe and clean environment for children. The childminder has made some improvements since her last inspection. For example, she has undergone further training and introduced new techniques to improve the way she manages children's behaviour. The childminder occasionally works with an assistant. She holds discussions with her about the setting's policies and keeps her assistant up to date about any changes to children's care needs.
p.3
Quality of teaching, learning and assessment requires improvement
The quality of teaching is inconsistent. At times, the childminder sits with the children and supports their next steps in learning. For example, she encouraged children to use correct pencil control to join the dotted line and showed them how to hold scissors correctly. However, the children did not remain focused for long and lost interest as the activity lacked sufficient challenge. On occasion, children flit from one activity to another to keep themselves occupied. There is no clear planning or structure in place to promote learning. Children sometimes find the worksheets too easy and get bored with repeatedly playing with the same items. The childminder does provide alternative activities, such as puzzles and lacing, but these do not always reflect children's interests and current stage of development. The childminder observes children and has improved her assessment process following the last inspection. However, she does not use this

information consistently to plan a balance of adult-led and child-initiated activities across the areas of learning.
p.3
Personal development, behaviour and welfare are inadequate
The childminder's poor safeguarding knowledge and her inability to provide a safe environment significantly compromises children's welfare. Children can access cleaning and building materials which have been left out. They can open the front door and leave the childminder's house unobserved. The premises are generally unclean, messy and chaotic, so children do not have a welcoming and stimulating environment in which to learn. The childminder uses her car to take children on outings, including school drop-off and collection. She was able to demonstrate a sufficient understanding of minimising risks during these times. Children have suitable opportunities to ride bicycles and explore outdoors. The childminder communicates sufficiently with parents about their children's dietary requirements. Children learn about different cultures and visit places in the community, such as the local library and post office.
p.3
Outcomes for children require improvement
Children do not make good enough progress. They have limited opportunities to participate in a broad range of activities and lack motivation to engage in focused learning due to the chaotic environment. However, children are learning some skills to support their next stage of learning. They can use the toilet and wash their hands without support. Children can put on their shoes and coat before accessing the garden, and they are learning to share resources.
