p.1
This provision is inadequate
n The childminder does not provide a safe and suitable learning environment for children. Persistent breaches of the statutory framework for the early years foundation stage have consistently been identified through several visits to the childminder. n The childminder has not notified Ofsted of significant events that may affect her suitability, which is a requirement of the early years foundation stage. n The childminder does not recognise or risk assess hazards to children in her home and garden. On the day of the inspection, a cat litter tray was accessible to children in the downstairs bathroom, and doorways were obstructed by a vacuum cleaner and a trailing flex. n The childminder does not consistently assess what children can do. She does not precisely identify the next steps in their learning so that they make good progress. n Weaknesses in assessment and planning mean that the quality of teaching is variable.
p.1
This provision is inadequate
Children are not sufficiently challenged to make as much progress as they possibly can.
p.1
It has the following strengths
n The childminder is kind and caring towards children in her care and they have formed close bonds. n The childminder shares daily information and photographs of children as they play, with parents. This means that they have a suitable overview of their children's day in the childminder's care.

p.2
Effectiveness of leadership and management is inadequate
The arrangements for safeguarding are not effective. The childminder's capacity to improve is very poor. She has repeatedly failed to ensure that she meets the requirements of the early years foundation stage, despite recent enforcement action from Ofsted. This means that children are not provided with the quality of provision they are entitled to. The safety and suitability of the premises remain a concern. The garden presents many hazards for children and is not fit for purpose. The childminder's home continues to be cluttered and disorganised. She does not provide a suitable environment in which children can play and learn safely. Toys covering the floors are not identified as tripping hazards by the childminder. Open plastic carrier bags hang from low door handles in children's play areas and children are able to gain access to a room that is not safe. The childminder understands her local safeguarding board procedures and how to

report any concerns. She has attended mandatory child protection and first-aid training to keep up to date. However, she has failed to meet the requirement to notify Ofsted of significant events that may affect her suitability.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder observes children and has a general awareness of their capabilities. However, she does not precisely assess what children can do. This means she does not identify accurate next steps in their learning. Activities are not purposefully planned to meet children's learning needs and on occasions they are poorly delivered. Children demonstrate some signs of school readiness. They freely write letters of their name and the childminder introduces them to simple calculation. Children enjoy creative activities using paint, stickers and glitter.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management means that children's safety is not fully assured in the childminder's home. Nevertheless, children demonstrate that they are happy and settled in the childminder's care. Any minor conflicts between children are effectively dealt with by the childminder. They receive praise for their achievements. Children are familiar with the routines of the day and the childminder is attentive to their individual care needs for eating and sleeping. Older children manage their own personal care and younger children learn to feed themselves. Children have some opportunities for physical play at groups they attend with the childminder and on walks.
p.3
Outcomes for children are inadequate
Due to weaknesses in teaching and assessment, children make limited progress in their learning. Despite this, they demonstrate confidence and the older children communicate well. Children spend time at local children's activity groups where they are encouraged to learn social skills and form positive relationships with other children and adults.
