Inspection report children’s home: SC060936 1 SC060936 Registered provider: Broadlands Hall Limited Interim inspection Inspected under the social care common inspection framework

p.1

Information about this children’s home

This privately-owned children’s home provides care, accommodation and education for up to 11 children who have moderate to severe learning difficulties and/or autistic spectrum disorders. There is a large education provision, last inspected by Ofsted in May 2017, in the grounds of the home.

p.1

Information about this children’s home

The manager has been registered with Ofsted for this home since 8 February 2018.

Enforcement action since last inspection: none

p.1

and young people since the most recent full inspection

This home was judged requires improvement to be good at the last full inspection. At the interim inspection, Ofsted judges that it has declined in effectiveness.

p.1

and young people since the most recent full inspection

The management team has not addressed many of the shortfalls that were identified at the full inspection. Further shortfalls have been identified at this inspection. Recently, the manager was absent from the home. The wider organisation did not ensure that the necessary support or resource was provided during this time.

p.1

and young people since the most recent full inspection

Although external professionals do not have concerns about the use of restraint at the home, records and monitoring of restraints are poor. There is a high use of ground holds. Some of the restraints are lengthy. Some restraints involve a high number of staff. The number of incidents appears to be increasing, and restraint is being used more Inspection report children’s home: SC060936 2 frequently. Despite this, no substantial review has taken place to try to understand why or identify trends. Relevant records are only partially completed in places. In addition, despite the restraint training provider emphasising the need to monitor children’s vital signs, records do not indicate whether this monitoring is happening.

p.1

and young people since the most recent full inspection

There remain staff who have not achieved a suitable level 3 qualification despite working at the home for over two years. The management team lacks understanding of who has had what training and when. Training certificates for staff who have undertaken higher- level training in restraint were not on file. The management team was unaware of which agency staff, some of who are used permanently, have a suitable level 3 qualification. In addition, there are occasions when shifts are covered by more than 50% agency staff. Although records relating to training were eventually presented to the inspector, the lack of management oversight and awareness means that managers lack knowledge about the skills, training and experience of the staff.

p.2

and young people since the most recent full inspection

The management team creates impact risk assessments when children move to the home. These assessments are lightweight, lack analysis and include inaccuracies. Additionally, the assessments do not consider the impact that the child’s needs may have on staff and any subsequent training needs that staff may have. For example, staff have had no training in managing self-harm, but this is not reflected in an impact assessment for a child who self-harms. The assessments do not provide an effective view of the risks that a child may pose to existing children and vice versa, and how these risks will be managed.

p.2

and young people since the most recent full inspection

The management team does not ensure that staff receive enough supervision or support. For one agency member of staff, there was no supervision record since October 2018. This is despite the agency staff member working 76 shifts between the start of November 2018 and the end of February 2019. The staff have not had appraisals during the past 12 months. Lack of formal opportunities to review practice means that staff who are working in challenging roles do not have the support that they need.

p.2

and young people since the most recent full inspection

The management team does not ensure that a clear record is kept of who has worked at the home. The home’s record is chaotic. It is written in pencil, does not include full names, sometimes only uses abbreviation and is at times inaccurate. It is therefore difficult to ascertain who has worked at the home, when and what their role is. This could have a significant impact on the ability to follow up any historical concerns should they arise.

p.2

and young people since the most recent full inspection

Recruitment records relating to agency staff have improved. However, in one instance, records relating to a new permanent member of staff contained an anomaly that has not been explored with the member of staff. This conflicts with the home’s own policy and does not safeguard children. In addition, records relating to the provision of references are unclear about the role of the referee.

p.2

and young people since the most recent full inspection

An independent person visits the home each month. However, some reports of visits have not been submitted to Ofsted in a timely manner. This affects Ofsted’s ability to monitor the service. Inspection report children’s home: SC060936 3 Three of the 10 requirements made at the full inspection have been met. Repairs are now completed in a timely manner. The home’s statement of purpose has been sent to Ofsted following updates. The manager has submitted the review of care to Ofsted.

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
