implement each area of learning and development through planned, purposeful play that is a mix of adult-led and child- initiated activity and is supported by warm, positive interactions that stimulate children and motivate them to learn more. 24/03/2019 Inspection activities n The inspector had a tour of the premises. n The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning. n The inspector completed a joint evaluation of an activity with the childminder. n The inspector held a number of discussions with the childminder. p.2

Effectiveness of leadership and management is inadequate

Safeguarding is ineffective. The childminder does not keep children safe. She does not conduct appropriate risk assessments to identify and minimise hazards to children. She leaves razors and toiletries where children can reach them. The childminder does not understand the dangers of giving children unsupervised access to the internet and does not ensure suitable firewalls are in place. The childminder has a poor knowledge of the signs and symptoms that might indicate a child is at risk from harm. She has a weak understanding of wider child protection issues, such as the risk of children being drawn into extremism. The childminder does not ensure indoor and outdoor spaces are fit for purpose and suitable for the age of children cared for. The room where children play, eat and sleep is cluttered, as is the kitchen. The childminder does not ensure she has suitable facilities available for the hygienic preparation of food for children. The bins in

the kitchen do not have lids and overflow with rubbish. The childminder's cat walks across the kitchen worktops because its food and water bowls are kept there. The childminder has a poor understanding of events or changes that must be notified to Ofsted, such as allegations. This puts children at risk. The childminder has a suitable understanding of who to contact if she did identify that a child was at risk.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not complete accurate assessments of children's progress. This means she does not have a good knowledge of their stage of development, so does not identify appropriate next steps in their learning. The childminder does not seek professional support for children when concerns about their learning or development are identified. This means children do not have the best possible chance to catch up. The childminder finds out about children's interests from parents. However, she does not use this information to plan purposeful learning experiences for children that capture their interest and motivate them to learn more. Most of the resources are stored in boxes which are not accessible to the youngest children. In addition, interactions between the childminder and children are poor. As a result, children move between the resources that are available with little focus or attention in their play. Nevertheless, the childminder

provides some activities that children enjoy. For example, they like the sensory experience of playing with grated chocolate.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in the childminder's knowledge and understanding of safeguarding means that children are not kept safe. She does not ensure that the premises are suitably organised to meet the needs of children. For example, the table that children use to play and eat on is low level. This enables the childminder's dog to put its head on the table to sniff children's hands and plates when they are eating. The childminder has the radio playing constantly. She does not recognise that the music is not always appropriate for the ages of children attending. Nevertheless, the meals and snacks served on the day of the inspection were balanced and nutritious. The childminder takes children to the park so that they can develop their physical skills and play in the fresh air.

p.4

Outcomes for children are inadequate

Children do not make good progress and gain the skills they need for their future learning. Nevertheless, they develop some mathematical skills. They learn to count from one to ten. They have opportunities to practise early writing skills, using pens and paper. Children attend groups where they develop their social skills and build friendships with other children.
