p.1

This provision is inadequate

n The childminder has failed to implement her policy to safeguard children. She does not recognise issues of concern in regard to children's safety and has failed to act in a timely and appropriate way. n The childminder is unable to identify, understand and respond to signs of potential abuse and neglect. She is not fully aware of the effects of abuse and neglect on children. This has a significant impact on children's safety and places them at risk. n The childminder has not kept vital records to share information with the police, Ofsted and social services to ensure the needs of children are met. In addition, Ofsted were not notified of significant events. n The childminder does not use assessment information effectively to sharply focus her teaching and children's next steps. This has a potential impact on the progress children make.

p.1

It has the following strengths

n The childminder has a good knowledge of how children in her care like to learn. She provides resources which they enjoy using and helps them to make steady progress, overall. Children are keen to join in with activities and explore the environment with interest. n The childminder has developed partnerships with children's parents and other settings they attend, such as schools. This helps to promote continuity in their learning.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action: We will issue a Welfare Requirements Notice requiring the provider to: Due date implement an effective safeguarding policy and procedures in line with the guidance of the Local Safeguarding Children Board (LSCB), including action to be taken when there are safeguarding concerns about a child 08/03/2019

n use information from children's progress assessments to focus teaching and children's next steps in learning, to help them make rapid progress, particularly in young children's language development.

p.2

What the setting needs to do to improve further

Inspection activities n The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning. n The inspector spoke to the childminder and children throughout the inspection. n The inspector completed a joint observation with the childminder. n The inspector looked at relevant documentation, such as evidence of the childminder's and her assistant's suitability to work with children. She discussed children's learning, assessment and planning with the childminder. n The inspector obtained verbal and written feedback from parents and took account of their views.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder is unable to identify and recognise signs of potential abuse. She has failed to report concerns about children's welfare in an appropriate manner. This has a significant impact on children's safety and does not keep them safe from harm. In addition, the childminder is not aware of the requirements to maintain and share records with other agencies, such as social services and Ofsted. The childminder monitors children's development effectively and accesses further training to develop her own and her assistant's skills. For example, she provides training opportunities for her assistant and has enhanced her knowledge about how to promote children's communication and language development. The childminder gathers feedback and reflects on her practice to drive forward improvement. She has recently enhanced the way she completes observations of children's learning.

p.3

Quality of teaching, learning and assessment is good

The childminder is skilled at following children's lead during their self-chosen play. Children show interest in their learning experiences and welcome the childminder's interaction. For example, they develop problem-solving skills as they complete jigsaws and the childminder helps them to take turns and share. The childminder understands how to help older children develop the skills they need to start school. She regularly reflects on how she promotes their mathematical development and works in partnership with schools to promote consistency. The childminder gathers and shares information about children's learning with parents. This helps them to feel involved and included.

p.3

Personal development, behaviour and welfare are inadequate

Children's safety is compromised. The breaches of the safeguarding and welfare requirements put children at risk of harm. Despite this, children have built secure bonds with the childminder and are happy to be in her care. The childminder is kind, caring and responsive to children's individual needs. She gathers information about babies' routines before they start and has effective procedures to follow to help her get to know children before they start. The childminder praises children and helps them to develop self- confidence. Children's behaviour is positive and they begin to develop their social skills. Parents are particularly pleased with the home-from-home environment the childminder provides and feel this has helped their children to settle in well. The childminder provides children with daily opportunities for physical exercise, healthy food and fresh air. This helps to promote children's good health.

p.3

Outcomes for children are good

Overall, children make good progress in relation to their starting points and are working in the stages typically expected for their age. Babies are supported to develop physical skills as they learn to walk and show curiosity in resources. Older children are prepared for the next stages in their learning, such as starting school.
