Inspection report children’s home: SC456857 1 SC456857 Registered provider: Cambian Childcare Limited Interim inspection Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home’s purpose is to support and meet the needs of one child or young person, irrespective of gender, up to the age of 18 years. The home is equipped to take a child or young person with high-level complex needs, such as an inability to manage their emotions, and anti-social and dangerous behaviour that their home or foster care has not been able to manage. The home is operated by a private organisation. The manager has been in post since 8 March 2018 and registered with Ofsted on 22 May 2018. She has completed her level 5 qualification in leadership and management.

and young people since the most recent full inspection

This home was judged requires improvement to be good at the last full inspection. At the interim inspection, Ofsted judges that it has improved effectiveness. The registered manager and staff have met the requirements and recommendation from the last inspection. Staff are ambitious and outcome-focused for the young person living in the home. They take pride in seeing the whole child, and not simply their behaviour, and follow good parenting principles. The young person’s placement has stabilised from the time he came to live in the home. He continues to be supported in a caring environment and he is making steady improvements both socially and emotionally. Staff empower the young person to have a voice, and they respond promptly to his requests. A good example of listening to the young person is recorded in his last statutory review meeting. The young person’s views, wishes and feelings were discussed. Following this

Inspection report children’s home: SC456857 2 review, an agreement to increase the young person’s contact with his parent and to look for a suitable placement nearer home is now in place. Transition planning is underway to support the young person’s move from this home to a home nearer to his placing authority. Staff have supported the young person to attend school, and when the school was reluctant to accept the young person due to an increase in his inappropriate behaviour, staff escalated this appropriately. Partnership working with the headteacher, virtual head and placing authority has been effective. The registered manager is not afraid to challenge professionals to ensure that the needs of the young person are met. The young person has an alternative education provision in place and this arrangement ensures that he does not fall behind in his schoolwork. At times, the young person struggles to understand his emotions, and this has affected

his behaviour. Staff have a good understanding of this and, with the support of the therapist, are helping the young person. For example, a sensitive approach is used with lots of praise, and this ensures that the young person does not display risk-taking behaviours. He does not go missing from the home or take illegal substances. The young person prefers to be with the staff rather than going into the local community alone. The safety of the young person is consistently at the centre of staff’s practice. Significant incidents are reported to the appropriate authorities to ensure that the young person is protected and kept safe from harm. Staff are trained in child protection, and consequently they have a good understanding of their safeguarding roles. The young person is protected from abuse and all other forms of significant harm. Staff reward the young person for positive behaviour and ensure that the use of

sanctions is kept to a minimum. Positive behaviour is consistently praised, acknowledged and re-enforced by staff. Restraint is only ever used as a last resort to protect the young person from harm. Staff are trained to manage the young person’s behaviours safely and effectively. The young person likes playing on games consoles; his time is monitored to ensure that he experiences other activities, including outdoors. Staff encourage him to choose and take part in a range of activities that he enjoys. Staff meet the health needs of the young person to a good standard. The young person picks the menus for the week ahead, and fruit and bottled water are always available. The young person has no health or medical problems. When needed, staff take him to routine medical appointments. Staff continue to receive regular and good-quality formal supervision. These sessions are practice-related. Staff use these sessions to reflect on their performance and identify

their own learning needs. Regular staff meetings and consultation sessions with the organisation’s clinical team help to equip staff with the skills necessary to support the young person in the home and enhance his progress. There are clear arrangements in place to ensure that all staff have their performance appraised annually. The young person benefits from a home that is managed efficiently and effectively. The registered manager prioritises the young person’s needs and she makes sure that these needs are consistently met. There is effective monitoring of the home, internally and externally. The registered manager uses these monitoring activities to understand the home’s strengths and to tackle any identified weaknesses to secure the home’s Inspection report children’s home: SC456857 3 improvement. No requirements or recommendations are made at the inspection.

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
