Quality of teaching, learning and assessment is inadequate

The childminder's monitoring of children's progress is not effective. She fails to observe and accurately assess children's abilities, including on entry. The childminder does not provide a good balance of adult-led and child-initiated play. She does not have an accurate knowledge of children's current stage of development and what they need to learn next to support their good progress. The childminder asks children to identify colours and say what they see on a picture card. However, these activities are too challenging for children whose language progress is less than expected for their age. The childminder does not complete the progress check at age two. She does not address significant emerging concerns about children's health, well-being and where their speech is less than expected in a timely manner.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management have a significant impact on children's health, well-being, learning and development. The childminder does not work in partnership with parents to support children to be independent in their self-care skills. She does not encourage parents to provide healthy food. The childminder does not encourage parents to introduce new tastes and textures suitable for a child's age to help develop lip, jaw and tongue movements. She does not prepare children well for their move on to school. Nevertheless, children have established secure relationships with the childminder and enjoy cuddles. The childminder gives children praise, which supports their emotional well-being. Children behave well. They learn about the wider world and different festivals, such as Chinese New Year. Children have daily opportunities to be physically active and spend time in the fresh air.

p.4

Outcomes for children are inadequate

Children do not make the progress of which they are capable. They do not attain the good range of skills they need for their future education. Nevertheless, children pick up peg board puzzle shapes and fit them successfully into the correct space. They develop the small muscles in their hands that they need for early writing and demonstrate suitable hand-to-eye coordination skills.
