She fails to assess their stages of development effectively. Ways to involve parents in their children learning have not been fully explored. n The childminder has a poor knowledge of how to support younger children's learning

p.2
Effectiveness of leadership and management is inadequate
Safeguarding is ineffective. The childminder does not have a sufficient regard for the safety and well-being of children. She fails to complete effective risk assessments and to identify hazards that put children at risk of injury. The childminder does not recognise the danger of high, unsteady shelving. She stores hazardous cleaning solutions within children's reach. A written record of all accidents or incidents is not maintained. The childminder does not renew the required mandatory qualification in first aid prior to expiry date. Consequently, children's welfare is not assured. The childminder has a suitable knowledge of procedures to follow in the event of a child protection concern. She maintains her understanding of wider safeguarding issues. The childminder is not effective in identifying weak areas of her own practice. The training she has completed does not have a positive impact on the quality of her teaching. This means that children

do not make the progress they are capable of.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder does not observe, plan or assess children's learning well enough. She does not identify their stages of development across all areas of their learning from their starting points. The activities she plans are not linked to children's interests or gaps in their learning. Although the childminder interacts with children, these interactions focus on teaching very young children numbers, colours and counting. This is not appropriate to their level of development, and means the childminder misses crucial opportunities to help children build on their early language skills. Outside, the childminder watches over children as they explore. However, she does not introduce new games or inspire children's active learning. Children who begin to play imaginatively are not well supported. During these activities, the childminder places all her focus on encouraging children to share, rather than supporting them to further develop their creative ideas.
p.4
Quality of teaching, learning and assessment is inadequate
This poor interaction has a negative impact on children's play experiences, limiting their engagement in learning. Children show some curiosity and eagerness to explore their environment. They have opportunities to develop their physical skills, such as riding on wheeled toys and kicking balls outside.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management significantly compromise children's safety and well-being. Poor teaching and assessment mean that a large majority of activities do not maintain children's interest or challenge them adequately. The childminder does not consider how to plan support, particularly for children's social and emotional development. She does not gain an understanding of children's interests or support them to become confident about their learning. Parents are not actively involved in their children's ongoing development. The childminder does not ensure all aspects of children's learning, both in the setting and at home, are discussed. Children are generally happy and form appropriate attachments with the childminder. They behave well. Children who are upset or tired are appropriately comforted. The childminder provides children with healthy snacks and offers drinks regularly to support their physical health.
p.4
Outcomes for children are inadequate
Children do not make the progress they are capable of because teaching does not focus on their individual needs and next steps. Some children are working below the typical range of development for their age, particularly in their speaking, understanding and listening skills. Not enough focus is placed on helping these children to catch up with their peers. Children lack enthusiasm to engage in their learning and struggle to maintain their attention. They do not learn to persist well when completing tasks. Consequently, gaps in children's learning are not closing quickly enough. Children are not well prepared with the skills they require for their future learning.
