This provision is inadequate
n The childminder does not evaluate her provision well enough and requirements are not all met. She does not identify and minimise risks to children's safety effectively. n The childminder does not train her assistant well enough. Consequently, the assistant does not know and understand the provision's policy and procedures for child protection. n The childminder does not keep written records of the medication she administers to children. n The childminder does not complete a progress check for children between the ages of two and three years, as required. She does not establish fully effective partnerships with other settings that children attend. n The childminder does not take enough account of what children already know, understand and can do when she plans activities.
p.1
It has the following strengths
n The childminder provides a welcoming play environment in her home. Children show that they feel happy and secure. They develop strong, caring relationships with the childminder and her assistant. n Parents praise the reliable, friendly childminder. They welcome the introduction of the online diary and say that they feel well informed about activities and daily routines. Parents say that children look forward to attending the childminder's provision.

p.2
Effectiveness of leadership and management is inadequate
The childminder does not use self-evaluation effectively to recognise and rectify weaknesses. Safeguarding is not effective. Although the childminder establishes procedures for child protection, she does not train her assistant to understand and implement them. For example, the assistant does not know the action she must take if an allegation is made against an adult in the provision. The childminder does not manage risks to children carefully enough and children's safety is not assured. This is exemplified when children who are playing switch the electric fire on. This puts them at risk of burn injuries. Partnerships with parents are positive. The childminder encourages parents to continue children's learning at home. However, she does not complete the required progress check for children aged between two and three years. She does not share information about children's progress regularly enough, or in sufficient detail, with

other settings that they attend. This means that continuity in children's learning and development is not promoted well enough.
p.3
Quality of teaching, learning and assessment requires improvement
Some of the childminder and her assistant's spontaneous teaching is good. This is evident when children busily arrange toppings on individual pizza bases. The childminder sensitively supports younger children to spread the tomato puree across the pizza base by themselves. The assistant helps older children to plan and create a pattern on the pizza. This encourages children to have their own ideas and to become independent. The childminder and her assistant observe and accurately track children's learning. However, they sometimes do not use information from observations to identify precisely enough what children need to learn next. As a result, planned activities do not consistently challenge children to make good progress.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in leadership and management have a negative impact on children's safety and welfare. The childminder does not make sure that she keeps all required records. For example, she does not keep a written record every time she administers medicine to children. However, the childminder and her assistant are polite, calm role models. They gently remind and support younger children to take turns with popular toys. This helps children to think about and respect other people's feelings. Children are eager to participate in activities. This is demonstrated when they dance and sing along to familiar songs. This helps to promote their confidence and physical fitness.
p.3
Outcomes for children require improvement
Weaknesses in teaching mean that children do not make consistently good progress from their starting points. However, children develop the basic skills and knowledge they need to start school. Pre-school children manage their personal hygiene independently. They know why they must wash their hands after going to the toilet. Children count and use numbers as part of activities and daily routines. They hold interesting conversations about events at home and at the childminder's provision.
