p.3
Effectiveness of leadership and management is inadequate
Safeguarding is not effective. The provider does not take all reasonable steps to ensure good levels of security in the premises. This increases the risk of unauthorised persons entering the premises and compromises children's safety. The provider, who is also the manager and the designated lead for safeguarding, has a weak understanding of child protection. Furthermore, she does not ensure all staff have a secure knowledge and understanding of safeguarding issues. For example, staff do not know how to follow up concerns about a child's welfare and are unaware of how to report concerns about someone working in the setting, including managing allegations. They do not know the indicators that a child may be at risk of harm from extreme and radical views. Furthermore, staff are unaware of the instances where they must notify the manager of changes in their ongoing suitability. The serious nature of the safeguarding concerns

resulted in a suspension of the provider's registration on the day of the inspection. The provider does not ensure that the correct ratios of qualified staff are adhered to at all times. At times, staff without the correct level of qualifications are left alone with the children when the manager takes children on school collections and drop off. There is no named deputy in place who is capable and qualified to take responsibility in the manager's absence. This compromises the quality of care and safety of children. The provider does not ensure she has robust recruitment procedures in place. For instance, she does not consistently check suitable references, whether staff have relevant skills and experience, and fails to check qualifications carefully. This means there are weaknesses in the vetting processes to ensure all staff are suitable to work with children. There are weak systems in place which fail to provide staff with effective supervision and

professional development opportunities. The provider does not monitor staff practice effectively and does not provide sufficient coaching and training to help staff improve their practice. For example, staff are unaware of effective behaviour management strategies.
p.4
Quality of teaching, learning and assessment is inadequate
Staff do not take children's next steps in learning, their interests or stage of development into consideration when planning activities. They do not identify children's next steps in learning precisely enough to ensure all children are making progress. Staff do not ensure children receive appropriate levels of challenge, and some activities lack purpose and do not motivate children to join in. For example, children under the age of two were included in a phonics activity which was not appropriate for their stage of development. Staff do not skilfully support children's self-initiated play to build on what they already know. For instance, during some activities children are required to sit for a long time, which means some children lose interest and motivation to join in. Furthermore, when they attempt to leave the activity to play, they are asked to sit down again. Despite this, staff encourage children to practise some counting and to sing songs with them. The

manager has introduced a new interactive system to share information with parents about children's daily care and their general learning.
p.4
Personal development, behaviour and welfare are inadequate
The key-person arrangements are not effective. Due to changes in staff turnover, some children are not allocated a key person and this is not communicated with parents. At times, younger children under the age of two are placed with older children due to ratios. This does not support their ability to form secure attachments and staff do not provide age-appropriate activities for these children. Staff do not follow the correct procedures for administering medication to children. They do not gain written permission from parents, and do not accurately record when medication is given to children. The provider fails to ensure staff follow the procedures to administer medicine correctly. This has a significant impact on children's safety and welfare. Older children learn to make friendships with their peers. All children enjoy playing outdoors and develop some physical skills as they take turns to kick a ball into a football goal net.
p.4
Outcomes for children are inadequate
The weaknesses in the quality of teaching mean children do not receive effective support to help them to make the progress of which they are capable. Children do not receive appropriate and focused levels of challenge in their learning. This means children lose interest and are not effectively engaged in learning. The weaknesses in planning and assessment mean that not all children are effectively supported to gain sufficient skills in preparation for the next stages in their learning. Some children show an awareness of developing self-help skills, such as putting on their coats and shoes.
