Overall experiences and progress of children and young people: outstanding

Two children live in this home, and they have both lived here for around five years. The stability and security that the home provides enables children to make sustained improvements in their lives. Both children have been supported to achieve their wish to return to live with their respective families. This has been the result of the registered manager and staff working tirelessly and effectively in partnership with the placing authority and parents. An independent reviewing officer who has known one of the children for many years described the home as ‘absolutely fantastic’ and ‘the length of placement is testament to the staff’s commitment and resilience’. Children receive very personalised care and support. Care plans are thorough and up to date. There is detailed evidence of the exceptional progress that both children have made in relation to their starting points, for example in areas including their behaviour,

relationships with family, and in their education. Because of enduring care and stability, children have become happier, more confident and positive. As a result of the exceptional support provided by the staff, both children have made excellent progress in their education. One child is being supported to attend college in her home town, in preparation for her imminent return there. Children’s holistic healthcare needs are thoroughly addressed. Clinical advice is used well to support a nurturing approach that helps children to have a healthy sense of well- being. Medication is carefully managed and there are safe and thorough arrangements in place for ensuring that children have access to their medication while visiting their family home. Children have benefited from life story work that staff have completed with them. Their journey has been recognised and their milestones and achievements have been

p.3

How well children and young people are helped and protected: good

Both children have become increasingly safe since living in this home. Their individual risk-taking behaviours have reduced significantly because of staff building trusting relationships with them and knowing them so well. The manager and staff are suitably trained and take their safeguarding responsibilities seriously. They go over and above to help and protect children in their care. Incidents of concern are well recorded, analysed and reviewed. The child’s social worker and other professionals are quickly notified, so that the appropriate action can be taken. Missing from home incidents rarely occur. There were two incidents last year, and this represents a significant reduction. On these occasions, staff responded quickly and effectively. On one occasion, it was not possible for the local authority to complete an Inspection report children's home: SC467704 4 independent return home interview within expected timescales, so the responsible

individual commissioned an independent consultant to meet with the child. Staff use an approach that helps children to develop self-awareness, emotional intelligence and resilience. The number of serious incidents has reduced and there have been no physical restraints for nearly 18 months. The manager and staff have a very close relationship with the child’s school and the school describes the home as ‘really engaging and fantastically supportive’. As a result, children’s behaviour at school and at home has significantly improved.

p.4

The effectiveness of leaders and managers: good

The registered manager is experienced and suitably qualified. His communication and engagement with other professionals is thorough and effective. External professionals and families consistently praise the manager and staff team for the difference that they are making to the children’s lives. Good use is made of research to inform practice. This has helped children to improve their behaviour, develop strong attachments and to build their confidence and self- esteem. The home provides a very comfortable and homely environment. It is spacious and well designed and it appears like a typical family home. Standards throughout are high. The manager has reviewed the use of the office and the use of language. This has contributed to the atmosphere in the home, which is inclusive, warm and child friendly. Management systems are robust and effective. Records are highly organised, clear and up to date. Staff feel well supported through regular supervision, team meetings and

training. They feel that their manager is highly effective, approachable and child focused. The manager and core team have remained stable since the last full inspection, but there have been some changes to the remaining team. The impact of these changes has been minimised through the strong relationships that children have with the manager and the core team, including their key workers. The company has made several improvements to its recruitment and retention processes during the past year and it expects that these changes will help to stabilise the team further.

Information about this inspection

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children’s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
