Inspection activities n The inspector observed play and learning opportunities for children and undertook a joint observation of an activity with the childminder. n The inspector reviewed relevant documentation, including evidence of qualifications and suitability of household members, children's learning journals and a sample of policies and procedures. n The inspector spoke to the childminder about her practice at appropriate times during the inspection. She took account of the views of parents through written feedback and spoke to children during the inspection. n The inspector viewed areas of the childminder's home used for childminding.

p.2

Effectiveness of leadership and management is inadequate

Safeguarding is not effective. The childminder does not have sufficient knowledge of the different types of abuse. In addition, she does not know that she must be vigilant and report any potential signs that children are being exposed to extremist views. Procedures for self-evaluation are weak. The childminder has not recognised significant weaknesses in practice. She has not prioritised her professional development to ensure she has up- to-date knowledge. For example, the childminder has not ensured that she has a secure understanding of her responsibility to keep records confidential. The childminder has made some links with other settings that children attend. However, these links are not strong enough to ensure that relevant information about children's learning and development is shared and that children benefit from a consistent approach. The childminder assesses risks in her home to help keep children safe.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not use the information she collates from observations effectively to monitor children's progress or plan for their future learning. This means that children's individual needs are not met and the childminder does not motivate them to make good progress. The childminder has not implemented effective procedures to share information with parents about their children's progress towards the early learning goals. In addition, information obtained from parents by the childminder on entry does not include sufficient detail about children's prior learning. However, parents written statements about the childminder are complimentary. They feel that she is reliable, trustworthy and kind. The childminder sits with children and plays alongside them. She asks children questions during activities and encourages them to talk while they play. This helps to support young children's language and thinking skills well.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management mean that children's welfare is not assured. Nonetheless, children behave well and demonstrate their positive relationships with the childminder. For example, they invite the childminder to join in with their play. The childminder offers cuddles, praise and reassurance. This helps children to feel confident and emotionally secure. Children follow the childminder's instructions and learn to share and to stay safe. For instance, they help to tidy away resources when they have finished playing, to prevent trip hazards. Children benefit from physical play opportunities in the fresh air. For example, they enjoy visiting local parks and going for walks in the nearby woods. Children are provided with a good range of nutritious meals and snacks, which contributes significantly to keeping them healthy.

p.4

Outcomes for children are inadequate

Children do not make good enough progress. Activities do not offer sufficient challenge as they are not planned or closely linked to children's individual learning needs. Children are not fully equipped with the key skills needed for the eventual move on to school. Despite this, children use some mathematical language in their play. For example, they talk about shapes and sizes. Children manage different aspects of their hygiene and self- care independently.
