Inspection report for children‟s home - monitoring visit: SC470457 1 SC470457
p.1
Care and Management Services Limited
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This privately owned children‟s home provides care and accommodation for up to three young people. The home cares for young people who exhibit complex behaviours as a result of their childhood experiences.
p.1
Information about this children’s home
The home has been without a registered manager since July 2018. The acting manager has made an application to register with Ofsted, which is in progress at the time of this inspection.
p.1
This monitoring visit
This children‟s home was judged inadequate at the last full inspection on 10 and 11 December 2018. A notice restricting accommodation was issued on 20 December 2018 to prevent any new young people from being admitted to the home. In addition, two compliance notices were issued.
p.1
This monitoring visit
At this monitoring inspection, the notice restricting accommodation remains in place and the provider is continuing to adhere to the notice.
p.1
This monitoring visit
The purpose of this visit was to review the provider‟s action in meeting the compliance notices and requirements raised at the last inspection in December 2018.
p.1
This monitoring visit
Senior managers have made considerable progress in addressing the regulatory breaches identified in December 2018. As a result, one compliance notice and four requirements have been met. There has been significant progress in relation to staff training. Staff have now received training in self-harm and ligatures, missing from care and they understand more about autism spectrum disorder. These training opportunities have helped improve staff knowledge.
p.1
This monitoring visit
The home now has a full staff team. This has enabled managers to stop using Inspection report for children‟s home - monitoring visit: SC470457 2 agency staff. As a result, young people are now being cared for by familiar staff. Managers have also made improvements to how staff are recruited. This has increased young people‟s safety.
p.1
This monitoring visit
Managers have undertaken a review of the risk management systems that operate in the home. Risk assessments now provide staff with accessible, clear information that enables staff to understand and manage young people‟s individual risks. This work has been further supported by improvements to direct work with young people. Both young people currently at the home now have structured individual plans of work that support their care plans, and which are regularly reviewed.
p.2
This monitoring visit
Managers have made improvements to the physical environment. Food hygiene has improved, and one young person‟s bedroom has been refurbished. Previous shortfalls in fire safety have been quickly addressed and there is a fire safety plan in place.
p.2
This monitoring visit
Despite the good progress, there continue to be weaknesses in the day-to-day managerial oversight of the home. For example, the acting manager has failed to review nine of 13 risk assessments for one young person. This has resulted in one compliance notice that was issued in December 2018 not being met. The inspector identified two significant incidents that had occurred since the last inspection, which the acting manager had failed to notify to Ofsted. These continued omissions impact on the ability of the acting manager to sustain improvement.
p.2
This monitoring visit
Senior managers have started to make some progress in meeting other requirements. For example, senior managers have increased their oversight of staff who still need to complete a level 3 diploma in residential childcare.
p.2
This monitoring visit
The acting manager plans to submit a new quality of care review report to Ofsted.
