p.2
Effectiveness of leadership and management is inadequate
The childminder demonstrates a lack of capacity to improve and has failed to meet previous actions set by Ofsted, including those related to safeguarding children. He does not identify significant weaknesses in his practice due to his lack of understanding of the legal requirements. He relies on the support of others to help him to improve. Safeguarding is not effective. The childminder has knowingly allowed his paediatric first- aid certificate to expire. He has booked onto a first-aid course, but due to his lack of understanding, did not know that this course did not meet the legal requirements. The childminder's understanding of safeguarding is poor. He does not have a written policy for managing allegations about anyone who lives or works on the childminding premises. He does not know the procedure that he must follow to report any allegations. He is unable to take appropriate action to keep children safe.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder's understanding of the learning and development requirements is very poor. This has a significant impact on children's learning and development. He has failed to address previous actions raised by Ofsted. The childminder does not properly assess children's level of development. He does not know how to complete the required progress check for children between the ages of two and three years. He is unable to identify where children may be at risk of delay or to take appropriate action at the earliest opportunity. The childminder provides some age-appropriate resources. However, he often asks children questions to which they do not respond as they are beyond children's capabilities. The childminder does not focus on the prime areas of learning for the youngest children, for example helping them to develop their communication and language skills. Instead, he asks them to count beyond their capabilities and learn the

names of shapes and colours before they have firm foundations in their speaking skills. The childminder acknowledges where parents tell him that children may need additional support. However, he does not share information with them about children's learning in the setting. He does not put plans in place to work collaboratively with parents to support children's learning in the setting and at home.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in the leadership and management of the setting have a significant impact on children's welfare. The childminder does not promote children's good health and hygiene. He does not provide children with suitable handwashing facilities. Children use hand soap but do not use water to rinse their hands. This has a significant impact on children's health and their understanding of good hygiene practice. Children go outdoors every day and accompany the childminder on the school run. He takes them to local groups.
p.4
Outcomes for children are inadequate
Weaknesses in the quality of teaching, planning and assessment have a significant impact on children's progress. Children engage briefly in activities. They prefer to engage in less purposeful opportunities, including watching the television where they show high levels of interest and engagement. This distracts them from learning. Younger children repeat some single words when asked to by the childminder, such as the names of colours and shapes. However, they show little understanding of how to use the words in context or how to use words to develop short sentences. Children's communication and language skills are hindered by ineffective teaching that is not targeted to children's needs. Children do not gain important skills. They are not prepared for the next stage in their learning, such as school.
