Leaders and managers have not reported and referred allegations to other safeguarding agencies as required as detailed within the home‟s policies and procedures or in line with statutory guidance. Plans viewed do not provide individual strategies for staff to follow to ensure that staff respond consistently to high Interim inspection report children’s home: 1264282 2 risk-taking behaviours, e.g. self-harm. Staff have improved the quality of records following a physical intervention, but managers do not explore how effective the measure is. Staff apply consequences to young people, but they do not record these, evaluate their effectiveness or discuss with the young person how they feel about them. Staff conduct weekly checks of the home‟s fire systems and fire doors. Staff noted in November 2018 that some „fire doors do not close fully‟. Managers did not ensure that the faulty doors were repaired, and they are still faulty. The home‟s development plan has been amended and updated but it does not detail all

the home‟s weaknesses or state when actions will be addressed. Leaders and managers have not responded or acted on all of the previous requirements and recommendations. The young person who now resides in the home has settled into the home and is now attending and engaging in regular education. Staff support him well to maintain contact with his family and friends. The manager has recently made an application to register with Ofsted.

 Staff should continually and actively assess the risks to each child and the arrangements in place to protect them. Where there are safeguarding concerns for a child, their placement plan, agreed between the home and their placing authority, must include details of the steps the home will take to manage any assessed risks on a day to day basis. („Guide to the children‟s homes regulations including the quality standards‟, page 42, paragraph 9.5)  Each local authority should have clear arrangements in place for the management and oversight of allegations against people that work with children. The relevant officer or teams within the local authority should be informed promptly of all allegations that come to an employer‟s attention or that are made directly to the police. For further information, including about the role of a local authority designated officer see „Working together to safeguard children‟. („Guide to the

children‟s homes regulations including the quality standards‟, page 44, paragraph 9.18) Specifically, ensure that investigations detail the reason, rationale, analysis and judgement reached regarding the matter; specifically, to ensure that all records pertinent are collated.  Regulation 19(2) details sanctions that are prohibited in behaviour management. Any sanctions used to address poor behaviour should be restorative in nature, to help children recognise the impact of their behaviour on themselves, other children, the staff caring for them and the wider community. In some cases it will be important for children to make reparation in some form to anyone hurt by their behaviour and the staff in the home should be skilled to support the child to understand this and carry it out.
